Introduction
This position will be based in the Saldanha Bay Municipality area in the Western Cape.
Description
The incumbent is responsible for administering and controlling site access by ensuring that all employees, contractors and visitors comply with legal, client and SHEQ requirements before entry. The role maintains accurate access records, manages access credentials, verifies compliance documentation, and provides administrative support to SHEQ operations, audits and emergency response while promoting a safe and compliant workplace.
Qualification Requirements
- Matric (Grade 12) or an equivalent qualification registered at NQF Level 4, including relevant NATED courses (e.g., N3 Certificate) where applicable.
- Office Administration / Secretarial Certificate.
- Basic SHEQ training or SHE Representative training is advantageous.
Experience and Skills Requirements
- Minimum 2 - 3 years’ experience in an access control, SHEQ administration, or similar role within mining, construction, or industrial sectors.
- Computer Literate in MS Office and other related operational software
- High attention to detail and accuracy in recordkeeping.
- Strong communication and interpersonal skills.
- Understanding of SHEQ systems and safety legislation.
- Ability to enforce procedures with professionalism and diplomacy.
- Organized, proactive, and able to manage competing priorities.
- Commitment to confidentiality and integrity
Duties and Responsibilities
Access Control and Compliance verification:
- Control and coordinate the entry and exit of employees, contractors, visitors and delivery personnel in accordance with Company, Client and legal requirements.
- Receive all visitors and contractors to determine their access control needs and process access requests according to client and organisational procedures.
- Ensure that all employees, visitors, and contractors entering the site meet SHEQ access requirements (e.g. induction, medicals, training, and legal appointments).
- Verify that contractor safety files are approved and up to date before allowing access.
- Deny access to any person or contractor who does not comply with legal or SHEQ requirements.
- Maintain a digital and/or physical register of site entries and exits for compliance tracking and emergency response.
- Issue access cards and ensure biometric / facility access is granted only to compliant personnel.
Implementation of SHEQMS at the Access Point:
- Enforce on-site SHEQ protocols, rules, and induction requirement at all entry/exit points
Documentation and Record Management:
- Capture all new employees into the access control system and issue access cards according to company procedure.
- Maintain and regularly update records for medical fitness assessments, induction status, and access permissions.
Contractor and Visitor Management:
- Verify the validity of contractor safety files including legal appointments, competencies, insurance and risk assessments.
- Ensure that visitors and contractors receive appropriate induction and site briefing before access is granted.
Monitoring and Reporting:
- Monitor access trends, report deviations, and escalate non-conformance to the Safety Officer or Site SHEQ Manager.
- Compile SHEQ access control reports and submit to relevant stakeholders.
- Maintain accurate records of contractor compliance status and documentation expiry (medical and induction records).
Support to SHEQ Operations
- Assist in maintaining up-to-date SHEQ-related documentation on the SHEQMS.
- Provide administrative support during audits and inspections (e.g. contractor compliance documentation)
- Support the implementation and maintenance of the SHEQ Management System (SHEQMS) through participation in audits, inspections, campaigns and continuous compliance initiatives.
- Support incident investigations and emergency response activities by maintaining accurate access control records and providing access-related information when required
Inspection and Incident Support:
- Support site safety inspections by reporting access-related hazards or irregularities at the gate or entry zones.
- In the event of an incidents, assist in identifying involved personnel through access logs and contractor information.
- Support emergency response protocols by ensuring accurate access control logs.
