Accounting Advisor

1. ABOUT THE OPPORTUNITY

Duramics invites suitably qualified and experienced professionals to apply for the position of Municipal Accounting Specialist (GRAP Specialist). GRAP Specialist on a fixed-term contract for thirty-six (36) months. The appointee will provide specialist advisory, technical support, capacity-building and implementation services relating to Generally Recognised Accounting Practice (GRAP).

2. PURPOSE OF THE POSITION

To provide specialist GRAP advisory services to the Government client based in POLOKWANE, strengthen the quality of financial reporting, support audit readiness and promote compliance with applicable GRAP standards, National Treasury requirements and public-sector financial management prescripts.

3. KEY DUTIES AND RESPONSIBILITIES

· Provide expert advice on the interpretation and application of GRAP standards.

· Conduct GRAP compliance assessments and gap analyses, and recommend corrective actions.

· Develop, review and update GRAP-compliant accounting policies, procedures and technical guidance notes.

· Advise on complex accounting transactions, recognition, measurement, presentation and disclosure requirements.

· Support the implementation of new and amended GRAP standards.

· Review and support the preparation of annual financial statements and supporting schedules.

· Provide technical support during internal and external audits, including responses to audit findings.

· Develop, monitor and report on audit action plans relating to financial reporting matters.

· Evaluate financial controls and recommend improvements to governance, risk management and compliance processes.

· Conduct training, workshops, coaching and structured knowledge transfer for finance officials.

· Prepare technical reports and presentations for management and governance structures.

· Liaise, where required, with National Treasury, the Auditor-General of South Africa and relevant professional bodies.

4. MINIMUM QUALIFICATIONS

· Bachelor's degree at NQF Level 7 in Accounting, Financial Accounting, Accounting Sciences or an equivalent finance-related qualification.

· An Honours degree at NQF Level 8 in a relevant accounting field will be advantageous.

5. PROFESSIONAL REGISTRATION

Applicants must be registered and in good standing with at least one recognised professional body. ATTACH proof. Relevant designations may include:

· Chartered Accountant (South Africa), CA(SA).

· Registered Government Auditor, RGA.

· Association of Chartered Certified Accountants, ACCA.

· Professional Accountant (SA), PA(SA).

· Associate General Accountant, AGA(SA).

· Chartered Global Management Accountant, CGMA.

· Accounting Technician South Africa, AT(SA).

· An equivalent recognised professional accounting designation.

6. EXPERIENCE REQUIREMENTS

· A minimum of 10 years working in the public sector as an accountant, of which seven (7) years must be in a related management position or GRAP application and specialist advisory services.

· Experience in preparing or reviewing annual financial statements, Audit support, audit action plans and resolution of audit findings.

· Knowledge of applicable MFMA, PFMA and NT Regulations.
