Job description
Job Purpose
The Department of Economic Development and Tourism, Western Cape Government has an opportunity for a suitably qualified and competent individual to provide support in the branch and in specific to Cape Catalyst in the form of project coordination, funding development, procurement, and compliance oversight; monitor performance, manage risks, and support strategic planning through data analysis and systems. Coordinate stakeholders with a specific focus on integrated development planning alignment; and ensure budget management, reporting, and delivery of programmes with organisational objectives.
Minimum Requirements
An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 3 years’ administrative or project management experience in an economic development environment.

Key Performance Areas
Provide project administration support in respect of projects and programmes: Develop and prepare funding proposals for projects and programmes; Provide project office services and administration as it relates to the programmes; Develop and administer procurement processes or transfers of projects; Develop terms of reference (ToR) and compliance processes; Oversee service providers and implementing agencies compliance to terms and conditions of projects; Monitor and evaluate project progress to ensure alignment of project objectives; Identify project risks; Implement risk mitigation measures and administer red tape challenges; Participate in strategic and decision-making processes: Perform information gathering and analysis of finding; Compile an inventory of data sources; Develop and administer databases and information systems; Provide input in the development of strategies; Contribute to the conceptualisation of projects and programmes aligned to the Department's strategic framework and objectives; Coordinate suitable and preferred stakeholders to the development and implementation of projects and programmes: Formulate and implement stakeholder management strategies related to projects and programmes; Develop and maintain the required stakeholder relationships; Provide a secretariate service at stakeholder forums and with task teams; Administer the stakeholder database; Develop and implement communication and information sharing methods; Coordinate Integrated Development Planning: Provide support to ensure alignment with municipal Integrated Development Plans (IDP’s) and Spatial Development Frameworks (SDFs); Assist with the spatial analysis and mapping of Cape Catalyst projects in relation to the above; Liaise with municipal planning, infrastructure and economic development officials to facilitate alignment; Contribute to the preparation of planning inputs, alignment reports, briefing notes and presentations for decision-making structures; Keep a log of economic catalytic infrastructure opportunities emanating from provincial as well as municipal infrastructure assets; Provide support in respect of budget planning and financial management: Contribute to the preparation of short-term (1 year) and longer-term (2-5 years) budget plans; Support the monitoring of expenditure for the purpose of sound fiscal responsibility; Support the preparation of consolidated financial reports for decision-making assessment.

Remuneration
R 487 197 - R 573 897 per annum (Salary level 9)
Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.
