Job description
Job Purpose
The Department of Local Government, Western Cape Government has an opportunity for a suitably qualified, competent and dynamic individual to support and strengthen the capacity of Municipalities to manage their own affairs, to execute their powers and to perform their functions. Monitor and evaluate the performance of the Metro and Municipalities.
Minimum Requirements
An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 3 years relevant experience.

Key Performance Areas
Strengthen the internal capacity of Municipalities to deliver on their mandate; Manage and co-ordinate municipal support interventions; Monitor and evaluation cross-cutting projects (Shared Services, Grant Management, Performance Management at municipal level); Gather all relevant information related to Municipal Performance and Compliance; Human Resource Management; Financial Management.
Competencies
Knowledge of the following: Public Sector Finance; Financial legislation in the public sector; Applicable financial management systems; Monitoring and reporting procedures; Statistical packages; Municipal finances project management. Skills in the following: Computer literacy; Written and verbal communication; Management skills; Analytical skills; Conflict Management; Interpersonal skills; Organising and planning skills; Presentation skills.
Remuneration
R 487 197 - R 573 897 per annum (Salary level 9)
Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded interms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation granting permission for verification of qualifications, criminal record vetting and reference checks. These candidates will be required to complete a practical assessment and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
