AVSEC Instructor - Cape Town

JOB SUMMARY:

The following is expected of an Aviation Security (AVSEC) and Dangerous Goods Trainer: Designing, delivering, and assessing training programs for airport and airline personnel, ensuring compliance with national and international standards (e.g., CAA, IATA, ICAO). Train staff on threat detection, passenger/baggage screening, access control, and emergency responses to maintain safety. Responsible for identifying, classifying, and managing hazardous materials (dangerous goods) to ensure safe air transport. Ensure that all luggage, cargo, and mail comply with International Air Transport Association (IATA) and Civil Aviation Authority (CAA) regulations.

ESSENTIAL FUNCTIONS

• Course Development & Delivery: Create and deliver specialised security training modules, including security awareness, screening, and threat assessment.
• Regulatory Compliance: Ensure all training materials, policies, and procedures comply with current local aviation security regulations and standards.
• Assessment & Certification: Evaluate trainee performance, conduct exams, and maintain accurate records of certified personnel.
• Operational Safety: Teach techniques for identify prohibited items, conducting pre-flight checks, and managing access control.
• Scenario-Based Training: Prepare staff for real-world incidents, such as active threats, insider threats, and emergency procedures.
• Continuous Improvement: Update training content based on evolving security threats and audit training programs for quality assurance.
• Equipment Training: Train personnel to operate and interpret data from screening technologies like X-ray machines and explosive detection systems.
• Detection of Dangerous Goods: Using X-ray machines, manual searches, and other security equipment to identify hazardous materials in passenger baggage, cargo, and mail.
• Identification of Hidden Hazards: Recognizing non-declared or hidden dangerous goods, such as lithium batteries, aerosol containers, or chemicals, which may be improperly packed.
• Classification and Labelling: Classifying dangerous goods according to their hazard class and verifying that proper hazard labels and handling labels are attached.
• Compliance Verification: Ensuring that all dangerous goods, if allowed, are packaged and documented according to IATA Dangerous Goods Regulations (DGR) and that unauthorized items are denied transport.
• Emergency Response: Applying emergency procedures in the event of an incident or accident involving dangerous goods.
• Safety Briefing and Communication: Informing passengers and crew about prohibited items and regulations regarding dangerous goods in their baggage.
• Reporting: Documenting and reporting any findings of undeclared or mis declared dangerous goods to the relevant authorities within required timeframes.
• Provide certification refresher courses: DG and AVSEC

1. Aviation Security Training Instructor (ASTI) by the SACAA:

• Avsec Level 1 (Part 109) Airport
• Avsec Level 2 (Part 109) Airport
• Avsec Level 1 (Part 109) Cargo
• Avsec Level 2 (Part 109) Cargo
• Avsec Level 3 (Part 109) Airport
• Avsec Level 3 (Part 109) Cargo

2. Completed specialized DG training

• IATA DG 7.10 or SACAA-accredited courses
• Approved as a Category 12 Dangerous Goods Training Instructor by the SACAA

Education/Experience

• Matric/Grade 12
• PSIRA Grade A
• SACAA Approval: Trainers must be approved as an Aviation Security Training Instructor (ASTI) by the SACAA. ( Level 1-3)
• Regulatory Compliance: Training must adhere to SA-CARS-109 and SA-CATS-109, which cover national security training requirements, including General Aviation Security Awareness and specialized screening.
• Strong knowledge of specialized equipment, systems related to the field
• 5 years’ experience as an Aviation Security Instructor
• Competent leadership and management skills
• Knowledge and understanding of Security and Labour legislation
• Valid drivers’ license and own vehicle advantageous
