Job description
The Business Development Manager is accountable to the Executive Manager - BD.
MANDATE
To identify, develop, package, and promote investment opportunities in the maritime and logistics sector, contributing to the growth of the Coega SEZ, supporting national and provincial economic goals, and advancing the CDC’s business development objectives through investor attraction, strategic project development, and stakeholder engagement.
DESCRIPTION
KEY PERFORMANCE AREAS
Business Opportunity Identification
- Identify and secure new business opportunities in maritime, logistics and related subsectors.
- Conduct sector-specific and cross-sectoral opportunity analyses, including viability and competitor analysis.
- Identify potential downstream and upstream opportunities in the relevant sectors.
Project Development and Packaging
- Develop and package investment proposals, business cases and strategic projects.
- Coordinate/package solutions including costing, commercialisation, and funding models for potential clients.
- Package project for internal governance structure notification and for project approval.
Investment Promotion and Marketing
- Promote the Coega SEZ and its maritime and logistics offering to national and international investors focusing on industry specific sector or across industries.
- Assist in preparing and negotiate proposals to investors.
- Represent CDC at industry engagements and investment forums.
Sector and Strategy Development
- Develop and implement sector-specific development strategies for maritime and logistics.
- Assist in risk analysis, and due diligence for strategic initiatives.
- Institutionalise sector knowledge to support ongoing innovation and responsiveness.
Stakeholder and Relationship Management
- Build and manage relationships with government entities, SOEs, and industry bodies.
- Facilitate collaboration with key role-players to support sector growth.
- Ensure responsive and sustained engagement with existing and potential investors.
Funding Mobilisation
- Identify funding sources and structure funding packages for strategic projects.
- Liaise with public and private financing institutions to support project implementation.
Leadership and Collaboration
- Lead multidisciplinary teams in developing and delivering business development projects.
- Contribute to cross-functional planning and alignment within the CDC.
- Share knowledge and mentor junior staff in the business development unit.
COMPETENCIES AND REQUIREMENTS
Educational Qualifications
- Essential : Bachelor's degree (NQF 7) in Commercial, Engineering or Maritime fields.
- Preferred: Postgraduate qualification in Business, Engineering advantageous.
Experience
- Essential: Minimum 7 years post-qualification experience, with at least 3 years in business development or investment promotion.
- Preferred: Industry experience in maritime/logistics or SEZ/infrastructure development an advantage.

- Proven investment promotion and project packaging skills
- Experience in conceptualisation and development of projects and investment strategies

- Knowledge of property development
- Applied knowledge of SEZ regulations and national industrial strategies.
Licences, Registrations & Certifications
- Essential: Valid Driver’s License (Code B).
- Preferred: Project Management certification advantage.
PERFORMANCE MANAGEMENT
Performance is monitored regularly at both an individual and a team level, in accordance with the CDC’s performance management system and control measures relevant to the position.
