Chartered Accountant CA(SA)

Role purpose

Design robust financial-management, accounting, reporting and fund-sustainability arrangements suitable for a public and blended-finance environment.

Key responsibilities

· Develop the financial-management framework, budgeting model, accounting policies and reporting architecture.

· Design treasury, cash-flow, asset and liability management arrangements.

· Advise on funding instruments, financial controls, fund sustainability and blended-finance structures.

· Develop the annual-financial-statement structure and support external-audit readiness.

· Define financial delegations, approval controls, reconciliations and management-reporting requirements.

· Contribute to the operating model, implementation roadmap and financial sections of the final report.

Minimum qualification

Bachelor of Commerce in Accounting or equivalent, supported by the relevant postgraduate accounting qualification. Current Chartered Accountant designation/status is required.

Required specialist experience

· Demonstrated experience in financial management, fund accounting, audit, treasury, financial modelling or investment-related finance.

· Experience designing financial systems and control environments for public entities, funds or regulated institutions.

· Strong preference will be given to applicants who can evidence five or more comparable completed assignments.

Knowledge and competencies

· Expert knowledge of applicable accounting standards, PFMA requirements, Treasury Regulations, financial reporting, internal controls and audit readiness.

· Experience working with government departments, public entities and/or regulated private-sector institutions.

· Ability to work within a multidisciplinary team, manage deadlines and produce high-quality written deliverables.

· Strong analytical, stakeholder-engagement, communication and report-writing capability.

· Availability to remain engaged for the required assignment period and to commence promptly when appointed.

· A signed rate and availability declaration stating the proposed hourly rate in South African rand, VAT treatment, earliest start date and hours available per week.
