How can you make a difference?

This Programme component aims to ensure that the most disadvantaged mothers, children, and adolescents have increased access to high-quality, equitable and age-appropriate primary healthcare and nutrition services, aligning with the United Nations Sustainable Development Cooperation Framework. UNICEF will leverage evidence and resources from the public and private sectors to address equity gaps and to influence policies, plans and innovative programmatic approaches.

Specifically, the Programme will support the Department of Health to enhance the quality of care in facilities; expand early detection and screening of children with developmental delays and disabilities; and improve delivery of immunization, HIV prevention and treatment, nutrition and environmental health services through primary healthcare and community health systems. UNICEF will also promote stronger planning, financing, forecasting and supply chain management. The Programme will also strengthen the collection, management and strategic use of disaggregated data for programming through more robust and integrated information systems, while building the capacity of community health workers on pandemic prevention, preparedness, and response.

UNICEF also aims to ensure that the Government has evidence, technical capacity and partnerships to improve access, quality and trust in adolescent-responsive services covering mental, nutrition, health and HIV prevention, including for adolescents with disabilities. It will strengthen information systems that track adolescent health and well-being; generate and use disaggregated data; enhance adolescent-responsive services through the Integrated School Health Programme; and scale innovative, tech-enabled solutions with government and private sector partners.

Impact of Results:

The efficiency and efficacy of support provided by the Child Health Specialist to Programme preparation, planning and implementation facilitates the delivery of concrete and sustainable results that directly impact on the health of mothers, newborns and children in the most marginalized contribution and ultimately contributing to the achievement of the Pillar 1 outcome that:

Girls and boys, aged 0-5 in targeted districts with a focus on the first 1,000 days, benefit from early learning, caring, nurturing, a clean and protective environment and quality, integrated, high-impact interventions. In turn this contributes to the following outputs:

• Parents and caregivers, including adolescents, have capacity to engage in responsive, positive parenting practices, and
• Health and nutrition service delivery in targeted districts have capacity to deliver quality MNCH, HIV, nutrition services for all children, and promote healthy behaviors.

As the Child Health Specialist, you will report to the Head of Section for guidance and general supervision. You will support the development and preparation of the health Programme and be responsible for managing, implementing, monitoring, evaluating, and reporting the Programme progress of Child Health Programme within the Country Programme.

The Child Health Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational strategic plans and goals, standards of performance, and accountability framework.

The role will provide technical leadership and strategic guidance on immunisation, health emergency preparedness and response, epidemic control, and prevention of mother-to-child transmission (PMTCT) of HIV. The role will focus on strengthening integrated, resilient health systems to reduce child mortality and morbidity, with particular emphasis on childhood-related diseases, zero-dose, disease outbreaks, and HIV prevention among mothers, infants, and children in South Africa.

Minimum requirements

• Education: A Master or equivalent (Advanced University Degree) in Public Health, Nutrition and Dietetics, Environmental Science/Health, Epidemiology, Pediatrics, Global health, Health policy, Health management, Biostatistics, Health education and any other related fields is required.
• Work Experience: At least 5 years of relevant work experience in Health, Health and Nutrition, Humanitarian Assistance, Monitoring and Evaluation, Child health, Immunization, Maternal and newborn health, HIV prevention, Health systems strengthening, Emergency preparedness, Epidemic response, Programme management, Community health and any other related fields is required.
• Skills: Proven experience in monitoring and evaluation of immunisation programmes, health systems strengthening, and programme management, complemented by strong emergency preparedness and stakeholder engagement skills to support effective health outcomes and sustainable programme performance.
• Language Requirements: Fluency in English is required.

Desirables

• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
• Demonstrated experience supporting EPI, MNCH, PMTCT, and outbreak response initiatives through strengthened district health systems, strategic partnerships, and capacity-building efforts to improve health service delivery and program outcomes is considered an asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
