Civil Technician

Job grade: 08 Department: Technical Service

Reporting to: Manager – Technical Maintenance Division: Operations

Location: Paarl

Purpose: The Civil Technician is responsible for maintaining and supporting the integrity, safety and functionality of civil structures, buildings and related infrastructure across the KWV Paarl premises. The role ensures that civil maintenance and minor construction works are planned, coordinated and completed to the required technical, quality, safety and regulatory standards. The incumbent will coordinate contractors and service providers, monitor the quality and progress of civil work, manage relevant work orders and support the execution of civil projects. The role contributes to a safe, well-maintained and fit-for-purpose operational environment while ensuring that all work complies with applicable legal, regulatory, technical and food-safety requirements.

Minimum Requirements:

• Grade 12.
• Relevant tertiary qualification in Civil Engineering or a related field.
• 5 years’ experience in civil construction, maintenance and infrastructure management.
• Valid driver's license.

Work Related Experience:

• Practical and planning experience in civil construction, maintenance and infrastructure management.
• Experience in managing tender processes, evaluating quotations and the appointment of service providers.
• Experience in developing and interpreting technical specifications
• Experience in managing project and maintenance-related budgets, costs and expenditure.
• Proven problem-solving and decision-making ability in a technical environment.
• Strong stakeholder management, communication and interpersonal skills.
• Strong planning, organisational and prioritisation skills, with the ability to manage multiple maintenance activities and projects simultaneously.
• High level of attention to detail and commitment to quality.
• Ability to work independently, take ownership of assigned responsibilities and drive completion

Financial Responsibility

• Plan, monitor and manage the annual Opex maintenance budget within the area of responsibility.
• Utilise SAP PM to capture, monitor and report maintenance expenditure against approved budgets.
• Develop accurate and comprehensive scopes of work to support reliable tender and quotation processes.
• Evaluate quotations based on cost, quality, technical compliance and overall value to KWV.
• Monitor maintenance and project expenditure and identify potential cost variances or opportunities for cost optimisation.
• Ensure that expenditure is appropriately authorised and managed in accordance with company policies and delegated authority.

Key Responsibilities:

Civil Maintenance & Infrastructure

• Develop and implement a planned civil maintenance approach for KWV Paarl buildings, grounds and related infrastructure, including building structures, roofs, roads, hardstands and water systems.
• Assess and monitor the condition of civil infrastructure and prioritise maintenance requirements based on operational needs, risk and available resources.
• Monitor potable water, effluent, storm water and fire-water systems, identify variances or potential risks, and ensure appropriate corrective action is taken.
• Monitor waste separators, traps and related infrastructure to ensure effective operation and compliance with applicable legislative and food safety requirements.
• Monitor storm water infrastructure to identify potential risks.
• Ensure Buildings & Grounds infrastructure is maintained in accordance with applicable statutory, regulatory, safety, environmental and food safety requirements.

Contractor & Service Provider Management

• Manage and coordinate contractors/ service providers undertaking civil maintenance and construction work.
• Prepare accurate scopes of work and technical requirements to support tender and quotation processes.
• Manage tender and quotation processes, including evaluating proposals and selecting service providers based on technical compliance, quality, cost and value to KWV.
• Monitor contractor performance and ensure work is completed in accordance with agreed specifications, quality standards, timelines, service level agreements and health and safety, environmental, food safety, statutory and KWV requirements.

Projects & Technical Support

• Plan, coordinate and support the execution of civil maintenance and infrastructure projects, ensuring effective delivery within agreed scope, and time, cost and quality requirements.
• Develop, maintain and implement technical specifications, standards and work methods for civil maintenance activities.
• Maintain an accurate and controlled system for civil technical drawings, records and related documentation.
• Contribute to the development and implementation of the five-year Facilities Maintenance Plan in alignment with the maintenance strategy, operational requirements and available budgets.
• Provide technical input and support for projects and maintenance initiatives relating to buildings, utilities and civil infrastructure.

Utilities, Compliance & Emergency Response

• Monitor incoming and outgoing water measurements, investigate significant variances and coordinate corrective actions where required.
• Respond to civil infrastructure-related emergencies and coordinate appropriate corrective and recovery actions to minimise operational disruption.

People & Team Leadership

• Promote a positive, productive and accountable working environment aligned with KWV values and leadership principles.
• Where applicable, provide effective people management through regular one-on-one discussions, MDT1 meetings, KPA reviews, performance management and PDP gap analysis.
