About Midmar Quarry

Midmar Quarry is an established aggregate quarry in the KwaZulu-Natal Midlands, producing around 30,000 tons of crushed stone products per month and employing a team of approximately 46 people. We supply the construction and building industry across the region, and we are investing in professional systems and people as the business grows.

The Opportunity

You will own regulatory compliance for the quarry — the plans, reports, submissions, and certifications that protect our licence to operate. From the Social and Labour Plan to Mining Charter reporting, Employment Equity, BBBEE, skills development, Minerals Council milestone reporting, and oversight of health, safety, and environmental compliance, you will run the full compliance calendar and be our face to the regulators and to industry. You won't do it alone: you'll have a Compliance Administrator reporting to you, a Health & Safety Supervisor running site H&S activities, support from the quarry admin team, and specialist consultants in each compliance area.

What You'll Do

  • Prepare, submit, and execute the quarry's Social and Labour Plan and report annually to the DMPR.
  • Manage Mining Charter compliance and annual reporting.
  • Run the Employment Equity process, including committee consultation and annual reports to the Department of Employment and Labour.
  • Administer our BBBEE programme and annual verification to maintain a valid certificate.
  • Compile and submit the Workplace Skills Plan (WSP) and Annual Training Report (ATR) to the MQA.
  • Oversee health & safety and environmental compliance, working through the H&S Supervisor and Health and Safety and Environmental consultants.
  • Own Minerals Council milestone reporting — verifying the operational data behind portal submissions, tracking performance against the MHSC 2034 targets (zero fatalities, NIHL, respirable crystalline silica), and coordinating wellness reporting across mental health screenings, Masoyise (TB, HIV, AIDS), and Women in Mining.
  • Liaise with the DMPR, Department of Employment and Labour, and third-party compliance organisations, and host regulator inspections and audits.
  • Engage with the local community, through an established committee, on the SLP and other issues and requests.

What You'll Bring

Essential

  • 5+ years' experience as a compliance officer or compliance administrator in the mining/quarrying industry.
  • Strong working knowledge of the MPRDA, Mining Charter, MHSA, Employment Equity Act, Skills Development Act, BBBEE Codes, and environmental legislation (NEMA, National Water Act).
  • A track record of preparing and submitting statutory reports and plans on time.
  • Strong administrative and report-writing skills, with solid MS Office proficiency.
  • Valid driver's licence and own transport.

Advantageous

  • Compliance experience in a quarry or aggregates operation.
  • A relevant tertiary qualification (law, compliance, HR, environmental, or mining-related).
  • Hands-on experience drafting SLPs, MQA WSP/ATR submissions, or managing BBBEE verifications.
  • Familiarity with the Minerals Council Milestone Reporting Portal, MHSC 2034 milestones, and the Masoyise health programme.
