Job Purpose:
To oversee the entire demand process. To administer, perform, process and manage the demand management and sourcing of all goods and services required by CIPC in compliance with all applicable legislation and public sector prescripts, as is necessary for the achievement of the organisation’s strategic and operational outcomes.
Minimum Requirements
Required minimum education/training:
- Relevant Bachelor’s degree or equivalent qualification in Supply Chain / Logistics / Law / Finance or Public Administration / Public Management.
Required minimum work experience:
- Minimum 5 years’ experience in Demand Management/Sourcing, with eight plus years in Supply Chain Management (SCM) and/or Demand Management being preferred.
- Previous public sector experience as a Demand Specialist and/or Demand Planning and Management will be advantageous.
Duties and Responsibilities
Key performance areas:
- To establish the Demand Management function at the CIPC
- Input into the SCM policy, procedures and processes and related documents (SOP, templates, etc.)
- Drafting and compilation of Standard Operating Procedure (SOP), templates, etc.
- Compile the Annual Procurement Plan (aligned with budget, APP and strategy) and manage procurement against the plan
- Demand forecasting and planning: Establish and maintain quarterly procurement planning for business units, aligned with organisational needs, budget and transformation agenda
- Monitor and achieve key performance indicators (KPIs) such as turnaround times for finalisation of procurement documents and achievement of the procurement plan
- Compile, maintain and administer procurement request registers
- Input and compilation of monthly, quarterly and annual reports
- Procurement Support: Collaborate with business units to draft bid specifications, terms of reference, and demand plans
- To review bid specifications, Terms of Reference (ToR’s) and submissions received from business units ensuring completeness as per CIPC and legislative requirements
- To review bid specifications, ToR’s and submissions received from business units; and based on requirements received from business units, conduct a market analysis ensuring that the market can provide what is required within the required budget (decrease procurement failure rate/ increase chance of successful procurement)
- To collaborate with business units and prepare/compile bid specifications, ToR’s and submissions as required by the business units
- To act as a bridge/liaison between business units and the procurement team (SCM specialists).
- Use market intelligence and analytics to drive cost efficiency and align purchasing plans with organisational goals
- Identify opportunities in market trends to reduce procurement costs through strategic sourcing.
- To assist in the management of the business unit
- To identify and escalate potential fraud and other risks and suggest mitigating interventions
- To participate in SCM committees as and when required
- Manage certain aspects of tender process relating to demand management/sourcing
