Job description
Purpose of the Job:
The purpose of the role is to lead and embed a strong ethical culture within the FSCA by developing, implementing, and overseeing comprehensive ethics and integrity programmes. The role ensures that the organisation consistently operates in alignment with ethical principles, regulatory requirements, and corporate governance standards.
Technical Skills:
The role requires the ability to manage ethics programmes and ensure compliance, identify and mitigate ethics-related risks, oversee investigations and case management, provide policy development and governance advisory, and analyse data while delivering effective reporting and stakeholder engagement.
Key Performance Areas:
- Develop and implement the FSCA Integrity & Ethics Programme aligned to organisational strategy.
- Drive continuous improvement and innovation in ethics-related initiatives.
- Monitor and evaluate ethics programmes and conduct regular reporting to management, EXCO and governance committees.
- Identify gaps and implement corrective actions to improve programme effectiveness.
- Conduct ethics risk assessments and integrate ethical considerations into Enterprise Risk Management (ERM).
- Develop ethics risk dashboards and provide actionable recommendations to management.
- Monitor adherence to ethical standards and policies across all divisions.
- Identify, escalate and address ethical breaches.
- Build strong relationships with internal and external stakeholders.
- Facilitate ethics engagements and promote organisational buy-in.
- Design and deliver ethics training programmes and awareness campaigns.
- Promote a strong culture of integrity, accountability and transparency.
- Provide real-time ethics advice to management on policies, decisions and risks.
- Develop guidance tools, frameworks and templates.
- Support and coordinate investigations into ethical misconduct.
- Ensure cases are handled fairly, objectively, and in line with approved procedures.

The ideal candidate should demonstrate strong integrity, sound judgement, and professionalism, supported by analytical thinking and effective communication skills. The role also requires a high degree of emotional intelligence, confidentiality, and attention to detail, as well as the ability to engage stakeholders, collaborate effectively, and adapt to a dynamic environment.

A relevant undergraduate qualification (NQF Level 7) in Law, Ethics, Governance, Risk, Compliance, Social Sciences, Public Administration, or a related ethics field is required, along with membership in a recognised professional body (e.g. ethics, governance, compliance, or risk). Candidates should also have a minimum of five years’ relevant experience in areas such as ethics management or programmes, governance, risk management or compliance, internal audit, investigations, or forensic services. A professional certification as an Ethics Officer would be highly beneficial.
