This position is based at our Head Office in Woodmead, Johannesburg, and will require periodic international travel to operations, depending on project needs.
Description
The purpose of the Global Mobility Specialist is to manage and coordinate Minopex's international workforce mobility and resource mobilisation requirements, ensuring that employees can be deployed across countries legally, efficiently, cost-effectively and within required project timeline.
Duties and Responsibilities
International Resource Planning
- Partner with Business Development, Projects, Operations and People & Culture to understand workforce requirements for new and existing international projects.
- Develop project-specific resource and mobilisation plans.
- Determine required positions, competencies, headcount, mobilisation dates and anticipated assignment durations.
- Determine appropriate local versus expatriate workforce requirements in consultation with relevant stakeholders.
- Identify potential resources available for deployment or redeployment across Minopex operations.
- Maintain visibility of international resource demand and availability.
- Maintain a consolidated international resource and mobilisation pipeline.
- Identify future resource shortages and mobilisation risks and escalate these timeously.
- Coordinate with Talent Acquisition where additional recruitment or international sourcing is required.
- Track employees approaching assignment completion to facilitate redeployment, extension or repatriation.
- Support workforce forecasting and scenario planning for upcoming projects.
New Country & Project Due Diligence
- Conduct or coordinate comprehensive People & Mobility Due Diligence when Minopex considers entering a new country or commencing a new international project.
- Research and document country-specific requirements relating to:
- Identify people-related risks, costs, dependencies and lead times before mobilisation commitments are made.
- Develop and maintain Country People & Mobility Guides for countries in which Minopex operates.
- Coordinate specialist advice from immigration, legal, payroll and tax advisors where required.
- Provide country-readiness information to support bid, project planning and mobilisation decisions.
Immigration & Work Authorisation
- Manage and coordinate immigration and work authorisation requirements for internationally mobile employees.
- Determine the appropriate visa/work permit route for each assignment in consultation with appointed specialists where necessary.
- Develop country-specific immigration requirements and checklists.
- Coordinate collection, certification, translation, apostilling and legalisation of supporting documentation.
- Liaise with immigration service providers, embassies, consulates and relevant authorities.
- Track immigration applications and proactively manage delays.
- Maintain accurate records of visa, passport and work permit expiry dates.
- Coordinate permit renewals and extensions.
- Ensure employees are not deployed or permitted to work without the appropriate legal authorisation.
- Escalate immigration risks that may impact project commencement or continuity.
Project Mobilisation & Demobilisation
- Develop a People Mobilisation Plan for each international project.
- Establish mobilisation milestones aligned with project commencement dates.
- Maintain mobilisation trackers and provide regular progress updates.
- Facilitate mobilisation readiness meetings for major project start-ups.
- Identify and escalate employees/resources at risk of missing mobilisation dates.
- Coordinate international travel and relocation requirements associated with mobilisation.
- Develop and coordinate demobilisation plans at project completion or when resources are no longer required.
- Facilitate repatriation or redeployment of employees following assignment completion.
International Assignment Management
- Coordinate the end-to-end international assignment lifecycle.
- Determine appropriate assignment arrangements based on location, duration and project requirements.
- Coordinate assignment letters, secondment agreements and other mobility documentation with relevant stakeholders.
- Ensure assignment terms and conditions comply with approved Minopex mobility frameworks.
- Coordinate international assignment benefits and allowances.
- Conduct or coordinate employee mobility and country briefings prior to deployment.
- Maintain accurate assignment records.
- Monitor assignment commencement and end dates.
- Coordinate extensions, renewals and amendments.
- Coordinate repatriation or redeployment at the end of assignments.
- Ensure mobility-related allowances and benefits are appropriately commenced, amended and terminated.
Localisation & Skills Transfer
- Research and understand localisation and nationalisation requirements applicable to Minopex's international operations.
- Support the development of local versus expatriate workforce plans.
- Work with Operations, Projects, HR and Learning & Development to identify roles requiring localisation.
- Identify positions initially requiring expatriate expertise that should transition to local employees.
- Support development of structured skills-transfer requirements between expatriates and local employees.
- Track localisation commitments made to clients or regulatory authorities.
- Monitor expatriate versus local workforce ratios.
- Identify risks associated with failure to meet localisation requirements.
- Provide regular localisation reporting to relevant stakeholders.
Global Mobility Policy, Governance & Compliance
- Develop, maintain and continuously improve Minopex's Global Mobility policies, procedures and supporting documentation.
- Ensure consistent application of mobility policies across Minopex operations.
- Maintain complete and auditable mobility records.
- Monitor compliance with applicable home and host-country requirements.
- Conduct periodic reviews/audits of international assignment and immigration files.
- Identify and escalate legal, immigration, tax, employment and compliance risks.
Expatriate Payroll, Benefits & Tax Coordination
- Coordinate expatriate payroll requirements with Payroll, Finance, Tax and external advisors.
- Provide accurate assignment and employee information required for payroll processing.
- Coordinate approved expatriate allowances and benefits.
- Support split-payroll arrangements where required.
- Coordinate payroll changes resulting from assignment commencement, extension, relocation or termination.
- Support the administration of hardship, accommodation, travel, rotation and other approved mobility allowances.
- Coordinate international tax requirements with Finance/Tax and external tax advisors.
- Facilitate employee tax briefings where applicable.
- Support tax equalisation or tax protection processes where applicable.
- Investigate country-specific payroll and banking requirements.
Mobility Costing & Project Support
- Provide mobility and international workforce costing inputs during bid and project planning stages.
- Identify country-specific workforce costs that may impact project commercial assumptions.
- Work with Commercial, Finance and Projects to ensure realistic workforce and mobility assumptions are incorporated into project costing.
- Identify significant variances between planned and actual mobility costs where required.
- Production targets are met according to specified standards
- Production sections are maintained according to requirements
- Manages subordinates' key performance areas by setting and monitoring performance standards and taking action to correct deviations to achieve the section's objectives
