PURPOSE

The purpose of the Head Facilities and Physical Security role is to provide strategic and operational leadership for PayInc’s corporate real estate portfolio and workplace environment. The role is accountable for executing the single-source IFM model; governing the strategic IFM partner; ensuring hard infrastructure reliability, effective soft services and physical security; maintaining regulatory compliance; and advancing ESG-driven workplace initiatives. The role also ensures service continuity, value for money, accurate performance reporting and disciplined asset lifecycle management.

Your key responsibilities include:

IFM partner and contract governance:

• Direct and govern the 36-month IFM contract through disciplined KPI, SLA, service-credit and incentive management.
• Chair weekly operational, monthly performance and quarterly strategic review forums, ensuring decisions, actions, evidence and escalations are documented.
• Manage the annual facilities operating budget, baseline Bill of Quantities, forecasts, cost controls and approved capital expenditure, with clear variance and value-for-money reporting.

Technical operations and asset lifecycle:

• Maintain 99.9% availability of business-critical plant and infrastructure, including HVAC, standby generators, UPS configurations and associated mechanical, electrical and plumbing systems.
• Oversee preventative and corrective maintenance through the vendor’s CMMS, validate completion evidence, monitor backlog and reliability trends, and escalate material risks.
• Maintain a complete, accurate and auditable Oxford Parks asset register and lifecycle plan, including condition assessments, replacement priorities and CAPEX business cases.
• Direct office layout changes, workspace planning and relocations, ensuring operational continuity and stakeholder approval.

Soft services and employee experience:

• Govern cleaning, hygiene, catering, pest management and related workplace services against defined standards and user requirements.
• Own the physical security posture, including biometric access control, guarding, incident management, service-provider compliance and control effectiveness.
• Analyse helpdesk demand, resolution times, repeat incidents and satisfaction trends to drive measurable service improvement.

Compliance, risk and sustainability:

• Ensure compliance with the Occupational Health and Safety Act, building regulations, municipal bylaws, leases, internal policies and other applicable requirements.
• Maintain facilities risk registers, contractor compliance records, permits, inspections, statutory certificates, incident evidence and remediation tracking for audit readiness.
• Own facilities disaster recovery, business continuity support and emergency evacuation procedures, including testing, lessons learned and closure of findings.
• Lead waste reduction, recycling, energy efficiency and water conservation initiatives, with baselines, targets and transparent ESG performance reporting.
• Lead and develop the internal team, clarify accountability between PayInc and the IFM partner, and provide concise executive reporting on performance, cost, risk, compliance, employee experience and improvement priorities.

QUALIFICATIONS / KNOWLEDGE

• Bachelor’s degree in Facilities Management, Property Studies, Engineering, Commerce or a related built-environment discipline.
• Accredited Facilities Professional or equivalent professional registration with SAFMA is advantageous.
• Strong knowledge of IFM operating models, outsourced service delivery, contract governance, SLAs, BOQs and commercial performance mechanisms.
• Sound operational knowledge of mechanical, electrical and plumbing building systems, asset lifecycle management and critical infrastructure resilience.
• Working knowledge of CMMS, CAFM and digital helpdesk platforms, including data quality, workflow and performance reporting requirements.
• Comprehensive understanding of occupational health and safety, physical security, emergency preparedness, building compliance, audit evidence and ESG principles.

EXPERIENCE

• Minimum 8 to 10 years’ experience managing corporate facilities, including at least 5 years leading a multi-site or complex Integrated Facilities Management contract model.
• Demonstrated experience in a business-critical, regulated or high-end corporate head-office environment, preferably financial services, technology or a premium precinct.
• Proven management of significant operational budgets, baseline BOQs, capital replacement programmes and complex service-level agreements.
• Successful governance of strategic vendors, including executive review forums, performance rectification, dispute resolution and application of commercial remedies.
• Experience governing hard FM, soft FM, physical security, workplace projects and employee service delivery as an integrated portfolio.
• Proven ability to use CMMS, CAFM, helpdesk, asset and financial data to identify risk, improve performance and support investment decisions.
• Strong executive communication, commercial judgement, stakeholder influence, crisis management and people leadership capability.
