To support the Health & Safety function in the company’s growth across Africa, Globeleq is now seeking to recruit a Health & Safety Manager. This is an exciting opportunity to join a high performing and supportive team and is now implementing transformational projects across the African continent.

The corporate role provides practical, site-focused H&S support to strengthen processes relating to legal compliance, risk management and operational health and safety performance across the business.

Working closely with internal stakeholders and site-based teams, the role will help embed and strengthen group Health & Safety (H&S) requirements and standards, improve effectiveness of risk mitigation and management processes, incident learning and drive timely close-out of corrective and preventative actions.

The position acts as a key link between corporate HSESS strategy and the country/ site-level delivery, contributing to a proactive H&S culture and improved H&S outcomes across Globeleq.

This role is open to qualified applicants with the right to live and work in Cape Town, Lusaka, Maputo or Nairobi (with regular travel to operational assets and construction sites across Southern Africa).### Key Responsibilities

  • Sustainability Integrated Management System (SIMS) Implementation & Site Support

    • Support the implementation and maintenance of the H&S aspects within the GQ Sustainability Integrated Management System across all assets and projects.

    • Develop and implement an annual H&S plan for audits/compliance checks

    • Conduct compliance audits/checks to verify consistent application and implementation of corporate H&S standards and requirements across operations (powerplants and offices) and construction projects.

    • Assist site and asset management teams in identifying compliance gaps/risks and developing corrective and preventative action plans and monitoring close out status.

  • H&S Risk Management

    • Perform quality reviews on asset level hazard identification and risk assessments (HIRA).

    • Monitor quality and compliance of Job Safety & Environmental Analysis (JSEA) and pre-task risk assessments.

    • Develop, implement and advise on specific H&S risk control corporate procedures and/or controls for identified H&S risks (where necessary) in order to establish a minimum acceptable standard and compliance within the Group.

    • Conduct audits and compliance checks to verify effectiveness of the mitigation measures for managing identified and emerging high and medium risks which will include check safe work procedures, method statements and permit to work system).

    • Develop and implement H&S risk profile and identify emerging trends that will input into the SIMS and H&S strategy and plans.

  • Operational Health & Safety Advisory and Support

    • Provide practical proactive H&S advisory and support to all assets across the Group.

    • Conduct regular site visits to verify implementation of H&S standards and assess operational risks.

    • Support operational teams with Hazard Identification and Risk Assessments (HIRA).

    • Monitor effectiveness of contractor H&S management processes and controls and ensure learnings are shared and implemented (where applicable) on other sites.

    • Participate where required in operational planning activities to ensure H&S risks are adequately managed.

  • Construction Health & Safety Support

    • Support and work with Business Development and Construction teams on H&S requirements planning and integration during project development and construction.

    • Perform research, assess capabilities and propose options of H&S risk-based solutions and resourcing for treatment of onsite injuries and transfers to external medical facilities.

    • Monitor effectiveness of processes and controls for effective contractor management

    • Implement and manage process for sharing and implementation of learnings (where applicable) on other sites

    • Conduct H&S audits and compliance checks on construction projects.

  • Monitoring, Reporting and Continuous Improvement

    • Monitor legal compliance obligations and support implementation of compliance management systems.

    • Compile Group H&S performance reports and identify trends, emerging risks and improvement opportunities and work with country/site-based teams on solutions.

    • Track and verify closure of corrective and preventive actions arising from audits, and incidents.

    • Monitor readiness and support site-based teams who are to lead on regulatory visits, inspections, investigations and engagements where required.

    • Identify and propose continuous improvement initiatives based on outcomes

    • Support the development and monitoring of H&S KPIs and leading indicators.

    • Analyse reported trends with site visits and proposed recommendations to improve performance.

  • Incident Management & Investigations

    • Support the effective implementation of the Group Incident Management Framework.

    • Monitor timelines and quality of reporting, classification and investigation of incidents, close out of corrective and preventative actions

    • Lead or participate in incident investigations using recognised Root Cause Analysis methodologies.

    • Facilitate lessons learned and organisational learning across the business.

    • Support site teams during significant incidents and emergency situations.

  • Emergency Preparedness & Response

    • Support the Group HSS Manager in implementation of the Group Emergency Preparedness and Response Framework.

    • Review effectiveness of sites emergency preparedness and response plans.

  • Training, Coaching & Safety Culture

    • Plan, develop and implement H&S training, awareness campaigns and competency development initiatives.

    • Work with site-based teams to ensure a robust site induction training is in place.

    • Support Group HSS Manager with implementation and improvement of various training, coaching and safety culture improvement initiatives.

  • Perform ad-hoc benchmarking and research on H&S good practices, latest innovations in industry sector and peers

Skills and Competencies

Technical:* Implementation of H&S Management systems and processes (OHSAS/ISO)

  • H&S Risk Assessment & Management
  • Deep understanding of safety systems of work (permit to work, lock out tag out, electrical safety, lifting and rigging, work at height, fire risk management, contractor management, etc.)
  • Contractor and contract H&S management
  • Construction management
  • Strong inspection, audit, assurance and reporting skills.
  • Strong risk assessment, incident investigation (Root Cause Analysis) and problem-solving skills.
  • Creativity and innovation in improving H&S performance and safety culture.
