Role purpose
Design the organisational structure, roles, capabilities and people-management frameworks required for an effective transition from interim arrangements to full operating capacity.
Key responsibilities
- Design the organisational structure, reporting lines and functional accountabilities.
- Develop role profiles, job descriptions, competency requirements and a skills matrix for key positions.
- Develop a phased staffing and capacity-development plan aligned with the operating model.
- Design performance-management and remuneration principles suitable for the institutional context.
- Support workforce transition, executive onboarding, role clarification and change-management activities.
- Contribute to board and committee skills requirements, implementation planning and operational-readiness assessments.
Minimum qualification
Bachelor's degree or Advanced Diploma (NQF Level 7), or a postgraduate degree (NQF Level 8 or above), in Public Administration, Industrial Psychology or a closely related field.
Required specialist experience
- Demonstrated experience in organisational design, job profiling, competency frameworks, workforce planning or operating-model implementation.
- Experience developing staffing, performance-management, remuneration and capacity-development frameworks.
- Strong preference will be given to applicants who can evidence five or more comparable completed assignments.
Knowledge and competencies
- Sound knowledge of organisational design, human-capital strategy, change management, performance management, remuneration principles and public-sector institutional arrangements.
- Experience working with government departments, public entities and/or regulated private-sector institutions.
- Ability to work within a multidisciplinary team, manage deadlines and produce high-quality written deliverables.
- Strong analytical, stakeholder-engagement, communication and report-writing capability.
- Availability to remain engaged for the required assignment period and to commence promptly when appointed.
Mandatory application attachments

- For foreign qualifications, proof of evaluation/endorsement by the South African Qualifications Authority (SAQA).

- Proof of applicable professional registration, designation or certification.
- 1 page motivation/cover letter explaining suitability for the role.
- A signed rate and availability declaration stating the proposed hourly rate in South African rand, VAT treatment, earliest start date and hours available per week.

Consultancy rate and availability
