HUMAN RESOURCES & INDUSRTIAL OFFICER

Human Resources & Industrial Relations (HR/IR) Officer

Location: Midrand, Gauteng (with regular travel to project sites)

Reporting to: HR/IR Manager

About The Role We are seeking an experienced and results-driven Human Resources & Industrial Relations (HR/IR) Officer to manage and support the full spectrum of Human Resources and Industrial Relations functions within a dynamic, project-based environment. The successful candidate will be responsible for recruitment, employee relations, payroll administration, employment contract drafting, policy implementation, Employment Equity, Skills Development, COIDA administration, HR compliance, and providing professional advice to management on labour legislation and HR best practices. This role requires a proactive professional with strong Industrial Relations experience, excellent communication skills and the ability to work independently while ensuring legislative compliance and operational excellence.

Key Responsibilities

The successful candidate will be responsible for, but not limited to, the following:

Human Resources Administration

  • Administer all day-to-day Human Resources functions.
  • Maintain complete, accurate and confidential personnel records.
  • Draft employment contracts, fixed-term contracts, addendums and other employment-related documentation.
  • Process appointments, promotions, transfers, salary amendments and terminations.
  • Ensure personnel records comply with POPIA and Company policies.
  • Conduct HR file audits and maintain HR documentation.
  • Provide HR support and guidance to management and employees.

Recruitment & Selection

  • Coordinate the full recruitment and selection process.
  • Draft and update job descriptions.
  • Advertise vacancies and source suitable candidates.
  • Screen applications and conduct competency-based interviews.
  • Conduct qualification, reference and employment verification checks.
  • Coordinate onboarding and induction programmes.
  • Conduct exit interviews and compile labour turnover reports.

Payroll & Time and Attendance

  • Administer BuildSmart Payroll.
  • Verify payroll inputs including overtime, leave, allowances and deductions.
  • Investigate payroll discrepancies and respond to payroll queries.
  • Administer the Uniclox Time and Attendance System.
  • Monitor attendance, absenteeism and overtime.
  • Verify attendance registers and prepare attendance reports.

Industrial Relations

  • Advise management on labour legislation and Company disciplinary procedures.
  • Conduct workplace investigations and prepare investigation reports.
  • Draft disciplinary charges and hearing documentation.
  • Coordinate disciplinary, grievance, incapacity and poor performance processes.
  • Chair disciplinary hearings where authorised.
  • Prepare warning notices, outcome letters and dismissal documentation.
  • Prepare documentation and represent company in CCMA and Bargaining Council matters.
  • Assist with retrenchment consultations, restructuring and short-time consultations.
  • Liaise with recognised trade unions where applicable.

Employment Equity & Skills Development

  • Coordinate Employment Equity administration and reporting.
  • Assist with EEA2 and EEA4 submissions.
  • Coordinate Employment Equity Committee meetings.
  • Conduct Training Needs Analysis.
  • Maintain the Training Matrix.
  • Coordinate internal and external training.
  • Assist with Workplace Skills Plans (WSP) and Annual Training Reports (ATR).
  • Liaise with SETAs and training providers.

COIDA Administration

  • Administer Compensation Fund (COIDA) matters.
  • Manage Injury on Duty (IOD) claims.
  • Prepare and submit Compensation Fund documentation.
  • Administer the annual Return of Earnings (ROE).
  • Liaise with the Compensation Commissioner, medical practitioners and injured employees.
  • Maintain IOD registers and monitor claims until finalisation.

HR Compliance & Reporting

  • Draft, review and implement HR and Industrial Relations policies and procedures.
  • Ensure employment contracts and HR documentation comply with labour legislation.
  • Conduct HR compliance audits.
  • Assist during Department of Employment and Labour inspections.
  • Prepare monthly HR reports, payroll reports, headcount reports, Employment Equity reports, training reports, disciplinary reports and management dashboards.

Qualifications Minimum Requirements

  • Bachelor's Degree or National Diploma in Human Resource Management, Labour Relations, Industrial Psychology or a related field.
  • SABPP registration will be advantageous.
  • Additional qualifications in Labour Relations, Labour Law or Skills Development will be advantageous.

Experience Applicants must have:

  • Minimum 5 years' experience in Human Resources and Industrial Relations.
  • Proven experience in construction, engineering, mining, infrastructure, security or other project-based environments.
  • Experience in a unionised environment.
  • Experience conducting workplace investigations.
  • Experience managing disciplinary, grievance, incapacity and poor performance processes.
  • Experience preparing documentation for CCMA and Bargaining Council matters.
  • Experience drafting employment contracts and HR policies.
  • Experience implementing HR policies and procedures.
  • Experience with Employment Equity administration and reporting.
  • Experience with Skills Development administration (WSP & ATR).
  • Experience administering Compensation Fund (COIDA) and Injury on Duty (IOD) claims.
  • Experience with BuildSmart Payroll.
  • Experience using Uniclox Time and Attendance or similar systems.
  • Experience conducting HR compliance audits.

Knowledge & Skills The successful candidate must demonstrate sound knowledge of:

  • Occupational Health and Safety Act (OHSA)

  • Labour Court procedures
