Position Title

Human Resources and Compliance Manager

Reports To

Chief Admin Officer (CAO)

Chief Exec Officer (CEO)

Purpose of the Role

The Human Resources and Compliance Manager is responsible for leading and managing the school's human resources function, ensuring best practice across the full employee lifecycle while maintaining compliance with employment legislation and regulatory requirements. The role oversees recruitment, onboarding, payroll administration, employee relations, employment equity, occupational health and safety, statutory reporting, and staff benefits, while acting as the primary liaison with external service providers and regulatory bodies.

Key Responsibilities

1. Recruitment and Selection

  • Coordinate the end-to-end recruitment process.
  • Draft and publish job advertisements.
  • Screen applications and shortlist candidates according to position requirements.
  • Coordinate interviews and teaching demonstrations.
  • Participate in interviews where required.
  • Conduct reference checks.
  • Complete all pre-employment vetting, including:
  • Criminal record checks (SAPS)
  • National Register for Sex Offenders (NRSO)
  • Child Protection Register (CPR)
  • Coordinate personality assessments (U-Test) and maintain records.

2. Onboarding and Employee Administration

  • Prepare offers of employment, employment contracts and all onboarding documentation.
  • Coordinate new employee onboarding with Heads of Department and support departments.
  • Arrange employee induction logistics including:
  • Staff identification badges
  • Staff apparel
  • Parking allocation
  • Email and systems access
  • Payroll setup
  • Staff profiles
  • Create and maintain employee profiles within ADAM and PaySpace.
  • Maintain comprehensive employee records including:
  • Contracts
  • Qualifications
  • Identification
  • SACE documentation
  • Vetting records
  • References
  • Policies
  • Banking details
  • Correspondence
  • Manage employment changes including:
  • Promotions
  • Transfers
  • Appointments
  • Resignations
  • Contract amendments
  • Fixed-term and permanent contracts

3. Performance and Employee Lifecycle Management

  • Maintain job descriptions and key deliverables.
  • Coordinate employee appraisal processes.
  • Administer probation reviews.
  • Prepare service certificates and exit documentation.
  • Draft reference letters, visa letters and commendation certificates.
  • Coordinate staff recognition initiatives including long service awards.

4. Employee Benefits Administration

Administer employee benefit programmes including:

  • ISASA Reality Employee Wellness Programme
  • Kaelo Money
  • Stratum (Unity Health)
  • Old Mutual Funeral Scheme

Responsibilities include:

  • New applications
  • Monthly billing submissions
  • Employee updates
  • Employee queries
  • Communication and distribution of benefit information
  • Coordination with service providers

5. Payroll Administration

  • Administer monthly payroll using PaySpace.
  • Maintain payroll records.
  • Process employee changes affecting payroll.
  • Submit PAYE information (EMP201).
  • Coordinate EMP501 reconciliations.
  • Distribute IRP5 certificates.
  • Liaise with payroll service providers (UBBS).

6. Leave Administration

  • Administer all employee leave.
  • Maintain leave records on ADAM and internal tracking systems.
  • Support Principals and Senior Leadership with leave decisions.
  • Maintain annual leave calendars.

7. Employee Relations and Labour Law

  • Provide HR advice on labour legislation and best practice in consultation with IR consultants, ICON (Tony Healy & Ass).
  • Assist management with disciplinary matters.
  • Coordinate:
  • Warnings
  • Hearings
  • Grievances
  • Probation reviews
  • Maintain disciplinary records.
  • Assist with CCMA and labour-related matters where required.

8. Employment Equity (Section 24 Manager)

Serve as the designated Section 24 Employment Equity Manager.

Responsibilities include:

  • Consulting with employees in accordance with the Employment Equity Act.
  • Conducting Employment Equity analyses.
  • Developing and implementing the Employment Equity Plan.
  • Preparing and submitting annual Employment Equity reports.
  • Acting as liaison with the Department of Employment and Labour.
  • Coordinating quarterly Employment Equity Committee meetings.
  • Liaising with LabourNet regarding legislative updates and compliance.

9. Skills Development Levy (SDL)

  • Prepare annual Skills Development submissions.
  • Liaise with LabourNet regarding legislative requirements.
  • Maintain compliance documentation.

10. Compliance and Statutory Administration

Maintain compliance with statutory and professional requirements including:

  • SACE registrations and annual fees
  • Work permits
  • Employment Equity
  • Skills Development Levy
  • Department of Employment and Labour requirements
  • ISASA requirements
  • Umalusi accreditation documentation and site visits (HR related)

12. External Stakeholder Management

Act as primary liaison with:

  • Icon Consultants
  • ISASA
  • Department of Employment and Labour
  • Employee benefit providers
  • Payroll service providers
  • External compliance consultants

Coordinate meetings, submissions, documentation and legislative updates.

13. Annual HR Processes

Coordinate annual HR activities including:

  • Salary review process
  • Salary increase calculations
  • Salary letters
  • Employment Equity submissions
  • SDL submissions
  • ISASA Census
  • Service awards
  • Staff records review
  • Organogram updates
  • Birthday lists and staff directories

14. HR Information and Record Management

Maintain accurate HR information systems including:

  • ADAM
  • PaySpace
  • Employee records
  • Payroll records
  • Staff registers
  • Organograms
  • Contact databases

Ensure confidentiality, data integrity and compliance with POPIA.

15. General Administration

Provide administrative support to school operations including:

  • Staff communication
  • Staff documentation
  • Other HR and operational projects as assigned.

Qualifications

  • Degree or Diploma in Human Resources Management or related field.
  • Payroll qualification advantageous.
  • Employment Equity and Labour Law training advantageous.

Experience

  • Minimum 5 years' experience in Human Resources.
  • Experience managing the full employee lifecycle.
  • Payroll administration experience.
  • Labour relations experience.
  • Experience in Employment Equity reporting.
  • Experience within an independent school environment is advantageous.
