Dear IT Audit Professional,

RE: INVITATION TO COLLABORATE – PORT ST JOHNS LOCAL MUNICIPALITY ICT AUDIT PROJECT

Black Spot Solutions, a South African ICT consulting, IT Audit, Cybersecurity and Risk Advisory services company, is currently assembling a team of highly qualified IT Audit professionals for a proposed ICT Audit assignment at Port St Johns Local Municipality, Eastern Cape.

This opportunity forms part of our tender preparation process, and we are seeking suitably qualified professionals interested in collaborating with Black Spot Solutions on a project-based subcontracting arrangement, subject to successful tender award.

1. Required Professionals

We are seeking three (3) IT Audit professionals who collectively possess more than twenty (20) years of relevant IT Audit experience.

All three professionals should hold postgraduate qualifications in one or more of the following disciplines:

Information Technology
Internal Auditing
Information Systems
Computer Science
Cybersecurity
IT Governance, Risk Management or other relevant disciplines

Professional certifications such as CISA, CIA, CISM, CRISC, CISSP and CEH will be advantageous.

2. Proposed Team Composition

Position 1: IT Audit Manager / Project Lead

Proposed experience: 10+ years
Responsible for audit planning, project leadership, quality assurance and stakeholder engagement.

Position 2: Senior IT Auditor

Proposed experience: 7+ years
Responsible for IT General Controls, Application Controls, IT Risk Assessments and audit execution.

Position 3: IT Audit and Cybersecurity Specialist

Proposed experience: 5+ years
Responsible for cybersecurity assessments, infrastructure security reviews, IT Governance and technical controls testing.

3. Anticipated Project Scope

The proposed ICT Audit assignment may involve:

ICT Governance and IT Strategy assessments
IT General Controls and Application Controls reviews
Cybersecurity and Information Security assessments
ICT Risk Management and Regulatory Compliance
Disaster Recovery and Business Continuity reviews
Network and Infrastructure Security assessments
ICT Policies, Procedures and IT Service Management
Audit reporting, recommendations and management action plans

The final scope and deliverables will be determined by the municipality's official tender specifications.

4. Engagement Arrangement

Client: Port St Johns Local Municipality
Lead Consulting Company: Black Spot Solutions
Project Location: Eastern Cape, South Africa
Engagement Type: Independent Contractor / Subcontractor
Appointment: Subject to successful tender award and agreement on contractual terms
Project Duration: To be confirmed in accordance with tender specifications

5. Required Supporting Documentation

Interested professionals are requested to submit:

Updated professional CV.
Certified copies of postgraduate academic qualifications, where required.
Relevant professional certifications.
Details of previous ICT Audit assignments, preferably within municipalities or the public sector.
Confirmation of years of relevant IT Audit experience.
Availability for the proposed assignment.
Expected hourly or daily consulting rates.
Confirmation of willingness to participate in a tender-dependent subcontracting arrangement.
