Job description

Division: Skills Development Planning (SDP)

Salary: R1 207 723 – R1 579 050 per annum (Cost to Company)

Job Purpose

The HWSETA is seeking to appoint a Learning Programme Manager to develop and monitor the implementation of operational plans for the Learning Programmes sub-division (Discretionary Grants) to achieve targets and performance requirements as outlined in the Sector Skills Plan (SSP), Annual Performance Plan (APP), Service Level Agreement (SLA) and Strategic Skills Sector Plan (SSSP). The incumbent will also provide support and capacity building to provincial personnel.

Minimum Requirements

Education:

  • Matric / Grade 12.
  • Three-year Bachelor's Degree with Honours in Project Management, Business Administration or a related qualification.

Experience:

  • 6 to 8 years' experience in a project management environment.
  • 4 to 6 years management experience within a national or regional environment.
  • Broad understanding of the SETA environment.
  • Experience in working with and manipulating large datasets and applicable software.

Additional Requirements:

  • Valid Code 08 Driver's Licence.
  • Own vehicle.

Key Responsibility Areas

1. Policy Planning and Implementation

  • Develop and oversee the implementation of operational plans to achieve divisional and organisational targets.
  • Advise management, committees, and stakeholders on trends and developments impacting the discretionary grants environment.
  • Review, develop and improve policies, systems, procedures, templates, and operational processes.
  • Conduct research and benchmarking on national and international best practices.
  • Ensure alignment and collaboration across divisions.
  • Review and update discretionary grant policies and guidelines.
  • Build capacity within the Learning Programmes sub-division and provincial offices.

2. Project Design, Leadership and Management

  • Lead the planning, development and implementation of learning programme projects.
  • Collaborate with Provincial Managers on project planning, employer approvals and budget allocation processes.
  • Oversee the evaluation of proposals and recommendations for funding approvals.
  • Design and manage Expressions of Interest (EOIs), Requests for Quotations and employer participation initiatives.
  • Oversee Memorandums of Agreement and project implementation plans.
  • Monitor programme performance and project deliverables across provinces.
  • Provide strategic direction and support to project teams and provincial personnel.
  • Recommend interventions and corrective actions to improve programme performance.

3. Registration and Certification

  • Manage the registration and implementation of Learnership Programmes.
  • Facilitate qualification registrations with the Department of Higher Education and Training.
  • Facilitate trade certificate certification processes with QCTO and NAMB.

4. Quality Assurance, Monitoring and Evaluation

  • Ensure site validations are conducted prior to programme implementation.
  • Monitor compliance and quality assurance standards.
  • Identify and manage project risks and report findings.
  • Develop monitoring and evaluation systems and procedures.
  • Facilitate internal audit processes within the sub-division.

5. Funding Allocation Management

  • Develop and manage funding models and agreements.
  • Manage tranche payment administration for national and large-scale projects.
  • Monitor programme budgets and grant disbursements.
  • Review budget variance, audit and compliance reports.
  • Review monthly project reports and final payment requests.

6. Stakeholder Engagement

  • Provide guidance and support to stakeholders on Learning Programme initiatives.
  • Promote awareness of discretionary grant opportunities and learning programme interventions.
  • Facilitate workshops, forums and stakeholder engagements.
  • Manage strategic stakeholder relationships and contracts.
  • Identify sector skills needs and support workforce development initiatives.
  • Ensure sector-wide capacity building and knowledge sharing.

7. Reporting

  • Analyse and report on project performance against APP targets.
  • Consolidate and review provincial performance reports.
  • Prepare strategic, management and statutory reports.
  • Compile SQMR and Parliamentary reports.
  • Ensure compliance with reporting requirements and stakeholder expectations.

8. Human Resource Management

  • Coordinate and manage staff performance and deliverables.
  • Approve staff travel and leave.
  • Participate in recruitment and selection processes.
  • Conduct performance reviews and identify development needs.
  • Promote teamwork, coaching and employee development.

9. Financial Management

  • Develop and manage national and provincial budgets.
  • Monitor expenditure and ensure effective grant disbursement through provinces.
  • Ensure financial compliance and value-for-money principles are upheld.
