Job Advert Summary

The purpose is to govern, manage, and protect information as a corporate asset, independent of the media and form, across Rand Water, to ensure that trustworthy information is available when needed as evidence and for decision-making, and to contribute to the organisation's intellectual capital, corporate memory, and knowledge. Information includes data, records, and explicit knowledge.

Minimum Requirements

A bachelor’s degree or 3-year National Diploma in archival science, library services, or information management.

  • Certificate in Promotion of Access to Information Act, Certificate in Records Management issued by the National Archives and Records Service of South Africa,
  • Certificate in Advanced Development and Management Programme

Desired Education:

  • A post-graduate qualification and professional certification in information science/management, records management, knowledge management, or archival science.
  • Information Privacy Manager (CIPM) certification

15 Years’ experience in an information management-related position, including records, document, information, or archival management-related positions.

  • 10 Years of experience in a managerial position in a related function.
  • Three years of experience developing and implementing information management policies, processes, and systems.
  • Three years of experience providing access to information/freedom of information and protection of privacy services.
  • Three years of experience in the application of the Promotion of Access to Information and Protection of Privacy Act.

Primary Duties

Enterprise-Wide information governance and management

  • The governance and management of information independent of the media and form (data, records, explicit knowledge, and whatever else contributes to intellectual capital) across Rand Water.
  • The compilation, maintenance, implementation, and management of the EIM Strategy, EIM Framework, EIM programme, and Information Management Committee, including representation from across Rand Water.

Records and Archival Management

  • Mitigate the corporate and strategic risk of loss of records, evidence and institutional/ corporate memory in the form or paper and digital records.
  • Manage the Rand Water paper records archive in compliance with the National Archives and Records Services Act and standards, to retain the custody and care of Rand Water records, as issued by the National Archives.

Access to information (PAIA)

  • The effective execution and administration of the PAIA process on behalf of Rand Water’s Information Officer and Deputy Information Officers as prescribed
  • The timely decisions by the Information Officer or Deputy Information Officers in line with the provisions of the Promotion of Access to Information Act.

Information Privacy Management

  • Developing, implementing, and maintaining the organization's privacy compliance program
  • Ensuring the organization adheres to all relevant privacy laws, regulations, and industry standards
  • Conducting privacy risk assessments and implementing policies, procedures, and controls to mitigate risks

Knowledge

Comprehensive knowledge of ISO standards related to information management (e.g., ISO 15489 for Records Management, ISO 9001 for Quality Management).

  • Understanding of corporate policies, procedures, governance frameworks, and organisational structures.
  • Sound knowledge of records, documents, and archive management principles, including lifecycle management, retention scheduling, and disposal processes.
  • Thorough understanding of national archival and information management legislation and regulations, such as the National Archives and Records Service Act, Promotion of Access to Information Act (PAIA), and related regulatory requirements applicable to public or private sector entities
