OHS Construction Specialist

Purpose of the role

Provide specialist construction health and safety expertise for the assessment of contractor OHS management on a large transmission construction programme and the design of contractor accountability and critical-control arrangements.

Key responsibilities

• Assess contractor SHEQ management on a sample of transmission construction contracts: pre-qualification, health and safety plans, Construction Regulation 5 approvals, inspections and enforcement.
• Review serious incidents using a structured method (e.g. ICAM) and identify systemic root causes.
• Design the contractor SHEQ lifecycle, accountability mechanisms (contract clauses, penalties, escalation, termination) and critical-control verification for fatal risks.
• Test critical controls in the field where site access is arranged.
• Provide specialist input on the Construction Regulations 2014 and OHS legal duties of the client as a construction client.

Deliverables: Specialist input to the SHEQ current-state diagnostic, operating model (contractor accountability) and process redesign.

Minimum requirements (must meet)

• Registered with SACPCMP as a Construction Health and Safety Manager (CHSM) or Professional Construction Health and Safety Agent (Pr CHSA).
• At least 10 years' construction health and safety experience on major projects.
• Detailed knowledge of the OHS Act 85 of 1993 and Construction Regulations 2014.
• Incident investigation experience.
• South African citizen or permanent resident.

Preferred requirements (strongly advantageous)

• SACPCMP Pr CHSA registration.
• 12+ years including transmission lines, substations or power-station projects (e.g. Eskom capital projects).
• ISO 45001 lead auditor; NEBOSH or SAMTRAC; SAIOSH membership.
• Experience implementing critical control / fatal risk management programmes and contractor safety management systems.

Pay: From R18 000,00 per day
