Job description

Job Purpose

The Department of the Premier, Western Cape Government seeks to employ a person to provide performance consulting services and operational support through performance monitoring, reporting, and advisory services to improve accountability and decision-making. This post is stationed in Cape Town.

Minimum Requirements

An appropriate 3-year National Diploma (equivalent or higher qualification); A minimum of 1-year relevant experience.

Facilitate processes relating to poor work performance, incapacity due to poor performance, incapacity due to ill health/injury, and operational incapacity (incarceration, legal impediment, and incompatibility) in accordance

with relevant policies, procedures, and legislation; Systems Management and Data Integrity; Compliance, Records Management and Reporting; into allocation of poor perormance; Facilitate the administration and monitoring of probation management processes for Senior Management Service members and Heads of Departments; Non-Compliance and Poor Performance after the Probation; Finalisation of probation processes; Systems management and data integrity; Compliance, records management and reporting; Investigations and support; Facilitate and coordinate disagreements relating to non-compliance, disputes and poor performance management; Stakeholder support, communication and systems coordination; Optimisation; Information Management and Intranet Content; Stakeholder Engagement and Liaison; Training and Capacity Building.

Competencies

Knowledge of the management of incapacity, poor performance, incarceration, legal impediment, ill-health/injury as well as incompatibility; Knowledge of performance management and development systems (PMDS), including all applicable performance-related directives, collective agreements, Resolutions and policy instruments, as they apply across Salary Levels 1–12, OSD employees, Ministerial Employees and the Senior Management Service; Knowledge of probation management frameworks, policies, procedures and best practices, including probation monitoring, assessment, finalisation processes and management of poor performance during and after probation;Knowledge of legislative and regulatory framework, including the Public Service Act, Public Service Regulations, and related prescripts governing employment, performance and probation; Knowledge of DPSA performance management frameworks, guidelines and prescripts, including monitoring, reporting and compliance requirements applicable across national and provincial departments; Knowledge of PERSAL, PERMIS and related HR information systems, including system functionality, data integrity requirements, reporting capabilities and alignment between system data and approved documentation; Knowledge of labour relations principles as they relate to performance

and probation management, including poor performance, incapacity, dispute resolution and procedural fairness;

Knowledge of records management principles and reporting requirements, including document control, safekeeping, audit readiness and compliance with governance standards; Knowledge of Western Cape Government governance, compliance and accountability requirements, including internal control frameworks, audit processes, performance oversight and reporting obligations.

Remuneration

R 413 001- R 486 501 (Salary level 8).

Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.
