PROCUREMENT MANAGER
Location: Cape Town & Durban, South Africa

ABOUT THE ROLE
We are seeking an experienced and commercially minded Procurement Manager to support the procurement function for PHM Group UK. The role will be responsible for managing the procurement framework, Preferred Supplier List (PSL), contractor onboarding, supplier accreditation, tender governance, value-for-money assurance and supplier performance.
The successful candidate will work closely with managing agent businesses, service companies, suppliers and internal stakeholders to ensure procurement activity is transparent, compliant, commercially sound and appropriately documented.
This is an excellent opportunity for a procurement or supplier-management professional with experience in residential property management, facilities management, building services or contractor governance who is confident working independently in a remote environment.
KEY RESPONSIBILITIES
- Maintain and develop the PHM Group UK procurement framework, ensuring procurement decisions are transparent, auditable, value-focused and aligned with internal compliance standards.
- Manage the Preferred Supplier List (PSL) and PHM service company interfaces, ensuring approved suppliers maintain the required accreditations, insurance, qualifications, references and onboarding documentation.
- Work closely with the Head of Business Growth to identify and promote cross-selling opportunities across the PHM Group.
- Manage and coordinate group tenders across the portfolio of property management and service companies.
- Coordinate contractor onboarding, including PQQ/SLA completion, insurance verification, financial due diligence, specialist accreditation checks, data-sharing arrangements and approval records.
- Support teams in sourcing local suppliers, national contractors, PHM service companies and specialist suppliers while ensuring appropriate procurement routes and governance are followed.
- Support tendering, benchmarking and Schedule of Rates reviews to ensure value for money across planned, reactive, hard services, soft services and major works procurement.
- Ensure safety-critical supplier appointments are appropriately reviewed with Compliance and Building Safety teams where required, particularly for fire, structural, HRB, FRAEW, FRA, compartmentation and related works.
- Monitor supplier performance, spend outside the PSL, expired accreditations, insurance renewals, service issues and recurring contractor concerns.
- Maintain accurate procurement records, supplier documentation, approval evidence and audit trails suitable for internal governance and client review.
- Work with systems teams to ensure procurement data, supplier coverage, national contractor tagging, PHM Service Company identification and locality search functionality remain accurate and effective.
- Provide procurement guidance, advice and escalation support to Property Management teams.

EXPERIENCE, KNOWLEDGE & SKILLS
Essential:
- Proven experience in procurement, supplier management, contractor management or contractor governance.
- Strong administration and organisational skills with the ability to manage large volumes of supplier information and documentation.
- Experience managing datasets, supplier records, approvals and audit trails.
- Strong attention to detail and ability to identify missing, expired or non-compliant documentation.
- Strong communication, negotiation and stakeholder-management skills.
- Ability to work independently and manage competing priorities in a remote environment.
- Good commercial awareness and understanding of value-for-money principles.
Desirable:
- Experience within residential property management, facilities management, building services or construction.
- Knowledge of service charge environments and the importance of transparent contractor governance.
- Understanding of H&S accreditation, contractor insurance, specialist trade competencies and service-level requirements.
- Experience managing Preferred Supplier Lists or approved contractor frameworks.
- Experience with tendering, benchmarking and supplier performance management.
- Familiarity with UK property or building-services procurement practices.
