TB HIV Care (THC), in existence since 1929, is an internationally recognised non-profit organisation. We provide health care services throughout South Africa to both the general population and communities at increased risk for HIV and TB, including adolescent girls and young women, sex workers and people who use drugs. Purpose of the position:
The Programme Manager provides strategic, technical and operational leadership for the MSM, TG and PWID HIV Prevention Programme across all implementation sites.
The role ensures effective programme planning, coordination, supervision and delivery of HIV prevention, PrEP, ART initiation and retention, and community awareness objectives.
The Programme Manager coordinates communication with programme teams, government structures, donors and community organisations while monitoring performance and ensuring compliance with national and donor standards.
Through supportive leadership, coaching and mentorship, the role promotes a rights-based, stigma-free and client-centred environment that drives quality and measurable programme outcomes.
Minimum Requirements
- Bachelor’s degree from a four-year College/University (or equivalent) in Health, Public Health, Behavioural, Life or Social Sciences, Nursing, Medicine, Health Economics, Project Management, Human Resource Management, or a related field.
- NIMART certification.
- Dispensing Licence.
- Registration with the South African Nursing Council (SANC) or equivalent professional body.
- Minimum three (3) years of progressively responsible experience in development programme coordination/management, key population programming, civil society programmes or related public health programme management.
- At least two (2) years’ experience working with key populations, preferably MSM,TG,PWID (and/or PWID, transgender people), including community engagement, outreach and clinical service delivery.
- At least two (2) years’ experience in project/programme management.
- Experience in analysing data and summarising large volumes of data into graphs and reports.
- Technical experience in one or more of the following areas: Stakeholder Relations, Technical Support, Monitoring, Reporting and Evaluation, and Internal/External Stakeholder Communications.
Duties and Responsibilities
- Strategic & Programme Leadership: Lead the strategic planning, implementation, scale-up and close-out of the programme, including work plans, budgets, targets, performance monitoring and corrective actions.
- Site Management & Technical Implementation: Oversee programme implementation across sites, supervise programme teams, conduct supportive supervision and ensure high-quality, comprehensive HIV/TB/STI, PrEP, ART and harm-reduction services.
- Capacity Building & Community Engagement: Coordinate training, mentorship and technical assistance while strengthening partnerships with key population organisations, government and community stakeholders.
- Monitoring, Evaluation & Reporting: Monitor programme performance, analyse data, maintain data quality and ensure timely, accurate internal, donor and stakeholder reporting, including audit and monitoring readiness.
- Stakeholder Liaison & Communication: Build and maintain relationships with government, donors, partners and community organisations, represent the programme at relevant forums and coordinate effective programme communication.
- Financial, Administrative & Operational Management: Oversee programme budgets, financial and administrative processes, suppliers, contracts, assets, logistics, documentation and operational support.
- Human Capital & People Leadership: Lead, supervise, coach and develop programme staff, manage performance and attendance, and foster a collaborative, accountable and stigma-free team culture.
- Quality Assurance & Compliance: Ensure quality service delivery, accurate documentation and adherence to organisational policies, legislation, programme standards and applicable regulatory requirements, while maintaining audit readiness.
