Position overview
To administer, coordinate, monitor, and support all operational, logistical, compliance, and financial aspects of the metropolitan municipality project in accordance with the Service Level Agreement entered between TMT Services and Supplies (Pty) Ltd (“TMT”) and the Municipality.
The Project Manager is responsible for ensuring that operational functions relating to traffic enforcement, camera operations, infringement processing, court administration, and revenue management are effectively executed in compliance with legislation, company procedures, municipal requirements, and operational standards. The role is primarily oversight, governance, support, reporting, coordination, and stakeholder management focused, ensuring that all municipal and TMT operational functions work efficiently and within required legal and contractual frameworks.
Key Responsibilities:
1. Operational Oversight & Project Coordination: The duties shall include but not be limited to:
1.1 Monitor and coordinate all project-related operational activities within the metropolitan municipality.
1.2 Ensure compliance with:
1.2.1 Service Level Agreements
1.2.2 TCSP Guidelines
1.2.3 Criminal Procedure Act
1.2.4 DPP Directives
1.2.5 Municipal operational requirements
1.2.6 Company policies and procedures
2. Stakeholder & Municipal Coordination: The duties shall include but not be limited to:
2.1 Maintain professional working relationships with:
2.1.1 Traffic / Metro Chief
2.1.2 Municipal Management
2.1.3 Court Officials
2.1.4 Prosecutors
2.1.5 Traffic Officers
2.1.6 Municipal Administrative Staff
2.1.7 Service Providers
2.1.8 Administrative staff
2.2 Attend operational and strategic meetings with the municipality and court where required.
2.3 Ensure that all client requests, concerns, and operational matters are addressed timeously and effectively.
2.4 Provide operational guidance and support to municipal departments and operational staff where required.
2.5 Ensure effective communication between TMT and municipal stakeholders.
2.6 Ensure timeous escalation and resolution of issues raised
2.7 Be the first line of contact between TMT and the municipality / court
2.8 Monitor service delivery standards and SLA performance.
3. Compliance & Governance: duties which shall include but not be limited, to the following.
3.1 Ensure that all project functions comply with applicable legislation and approved operational procedures.
3.2 Monitor compliance relating to:
3.2.1 Camera Documentation
3.2.2 DPP Approvals
3.2.3 Calibrations
3.2.4 Surveys
3.2.5 Court Documentation and requirements
3.2.6 User Access Control
3.2.7 Audit Requirements
3.3 Conduct operational reviews and compliance assessments.
3.4 Ensure implementation of segregation of duties and internal controls.
3.5 Ensure all operational and legal documentation is maintained and accessible.
3.6 Monitor and report on project compliance risks.
4. Camera & Enforcement Operations: duties which shall include but not be limited, to the following.
4.1 Monitor all front-end enforcement operations within the municipality.
4.2 Ensure all operational cameras comply with legal and operational requirements.
4.3 Ensure:
4.3.1 Valid calibration certificates
4.3.2 Valid DPP approvals
4.3.3 Valid surveys
4.3.4 Correct field sheets
4.3.5 Proper downloading and logging procedures
4.3.6 Equipment maintenance
4.4 Monitor camera operational statistics and loss rates are in line with requirements.
4.5 Coordinate operational support relating to cameras, iTicket devices, enforcement equipment and vehicles.
4.6 Ensure operational issues are escalated and resolved timeously.
5**. Infringement Processing & Court Administration:** duties which shall include but not be limited, to the following.
5.1 Monitor end-to-end infringement processing activities.
5.2 Ensure that all legal and operational timelines and standards are achieved relating to:
5.2.1 Capturing
5.2.2 Verification
5.2.3 Adjudication
5.2.4 Printing & Posting
5.2.5 Summonses
5.2.6 Court Rolls
5.2.7 Warrants
5.3 Monitor processing accuracy and compliance with TCSP requirements.
5.4 Ensure proper coordination between:
5.4.1 Municipal Administration
5.4.2 Prosecutors
5.4.3 Courts
5.4.4 Serving Agents
5.4.5 Traffic Departments
5.5 Ensure that all required court documentation and registers are maintained correctly.
5.6 Monitor warrant administration and court result processing.
6. Financial & Revenue Oversight: duties which shall include but not be limited, to the following:
6.1 Monitor project financial and revenue-related processes.
6.2 Ensure accurate and timeous:
6.2.1 Client Invoicing
6.2.2 Reconciliations
6.2.3 Revenue Reporting
6.2.4 Payment Processing
6.3 Monitor:
6.3.1 Gross Margin
6.3.2 Budget Performance
6.3.3 Operational Costs
6.3.4 Revenue Collection Trends
6.4 Coordinate with municipal finance departments and TMT finance teams regarding outstanding matters.
6.5 Ensure all financial documentation and reconciliations are completed accurately.
7. Reporting & Performance Monitoring: duties which shall include but not be limited, to the following:
7.1 Monitor project KPIs and operational performance indicators.
7.2 Compile and submit to stakeholders:
7.2.1 Daily Reports
7.2.2 Weekly Reports
7.2.3 Monthly Reports
7.2.4 Executive Summaries
7.2.5 Financial Reports
7.2.6 Compliance Reports
7.3 Analyze operational trends and identify areas of risk requiring intervention.
7.4 Ensure reporting accuracy and completeness.
7.5 Provide feedback and recommendations to management and stakeholders.
8. Asset, Fleet & System Oversight: duties which shall include but not be limited, to the following:
8.1 Monitor the control and usage of:
8.1.1 Vehicles
8.1.2 Cameras
8.1.3 iTicket Devices
8.1.4 Operational Equipment
8.1.5 IT Assets
8.2 Ensure maintenance schedules are adhered to.
8.3 Ensure asset registers are maintained accurately.
8.4 Monitor Helpdesk and support processes.
9. General: duties which shall include but not be limited, to the following:
9.1 Assist operational departments where required.
9.2 Perform ad hoc operational and reporting tasks.
9.3 Identify and resolve operational challenges.
9.4 Support implementation of new operational initiatives and processes.
9.5 Perform any lawful and reasonable instruction issued by management.
Education and Experience
- Matric or NQF equivalent. Tertiary education preferrable in related field.
- Minimum 5 - 7 years prior experience in a similar role or within the traffic contraventions and admin work environment.
- Leadership experience: Experience in managing and leading teams.
- Operational experience: Experience handling day-to-day operations such as budgeting, compliance, and resource allocation is important.
- Ability to drive**.**
- Valid driver’s license.
