Experience Requirements
- Minimum five (5) years’ experience managing projects of similar scale and complexity.
- Demonstrated experience in skills audits, workforce planning, competency assessments, organisational development, human capital development or related assignments.
- Experience managing multidisciplinary and geographically dispersed teams, preferably across multiple provinces.
- Public-sector, community development, public employment programme or skills-development experience is advantageous.
- Experience with high-volume digital assessments, large datasets and management dashboards is advantageous

Key Performance Indicators

- National and provincial assessment completion against approved targets.

- Timely completion of learner profiles, ILPs and database outputs.
- Effective resolution of operational risks and issues.
- Quality and timeliness of “Public Sector Client” reporting and governance submissions.
- Compliance with POPIA, confidentiality and approved project protocols.
- Successful knowledge transfer, database handover and project close-out.
Key Responsibilities
- Lead project mobilisation, inception planning and finalisation of the national implementation plan.
- Maintain the master project schedule, milestones, deliverables, production targets and reporting cycles.
- Coordinate national implementation across all nine provinces and provide direction to Provincial Team Consultants.
- Oversee deployment and reallocation of resources according to participant volumes, geographical spread, site readiness and performance requirements.
- Serve as the principal operational liaison between Ditshaba and “Public Sector Client” and support the Project Steering Committee.
- Ensure consistent use of approved skills-audit methodology, assessment instruments, electronic data-collection tools and quality protocols.
- Oversee participant verification, sector/workgroup segmentation, competency assessment, learner profiling, career pathway development and ILP production.
- Establish daily, weekly and monthly production targets and monitor completion against the master participant population.
- Coordinate quality assurance, back-checking, exception management and corrective actions.
- Oversee integration of field assessment outputs into the Skills Management Database and management dashboards.
- Maintain the national risk, issue, decision and stakeholder registers and escalate material risks promptly.
- Ensure POPIA compliance, confidentiality, secure handling of participant information and adherence to ethical requirements.
- Prepare and present consolidated monthly progress reports and coordinate the final report and project close-out.
- Coordinate user training, knowledge transfer, technical documentation and handover to designated “Public Sector Client” officials.
Pay: Up to R1 200 000,00 per year
