Job Purpose

The HWSETA is seeking to appoint a Risk and Compliance Manager to lead and coordinate the organisation's Enterprise Risk Management (ERM) and Compliance functions by developing, implementing and monitoring effective risk management and compliance frameworks, policies, systems and processes. The incumbent will provide management and governance structures with independent, objective and timely advice on material risks, regulatory compliance, internal controls and emerging threats that may affect the achievement of organisational objectives.

Minimum Requirements

Education

  • Matric / Grade 12.
  • Postgraduate qualification in Risk Management, Compliance, Governance, Auditing, Law or a related discipline.
  • An MBA or equivalent qualification will be an added advantage.

Professional Registration

Professional certification such as:

  • Certified Risk Management Professional (CRMP)
  • Certified Compliance Professional (CCP)
  • Certified Internal Auditor (CIA)
  • Certified Fraud Examiner (CFE)

or an equivalent certification will be advantageous.

Experience

  • 5 to 8 years' relevant experience in Risk Management, Compliance, Governance, Internal Audit or a related field.
  • At least 3 years' experience in a management or supervisory capacity.
  • Experience in an SOE, public sector or highly regulated environment will be advantageous.
  • Demonstrated experience in implementing Enterprise Risk Management and Compliance Management Frameworks.
  • Experience in risk assessments, compliance monitoring and reporting.
  • Experience engaging with senior management and governance committees.
  • Experience with PFMA and Treasury Regulations will be advantageous.

Key Responsibility Areas

1. Enterprise Risk Management (ERM)

  • Develop, implement and continuously improve the Enterprise Risk Management Framework.
  • Coordinate enterprise-wide risk assessments.
  • Facilitate the identification, assessment and monitoring of strategic, operational, financial, reputational, technology and compliance risks.
  • Maintain and regularly update the organisational risk register.
  • Monitor risk treatment plans and mitigation measures.
  • Develop and monitor Key Risk Indicators (KRIs).
  • Provide management with proactive advice on emerging and material risks.

2. Strategic Risk Management

  • Align risk management activities with the Corporate Plan, APP and business plans.
  • Assess risks that may impact strategic objectives.
  • Provide risk input into strategic planning, projects and organisational initiatives.
  • Monitor external developments that may affect the organisation.

3. Compliance Management

  • Develop, implement and maintain the Compliance Management Framework.
  • Maintain the legal and regulatory obligations register.
  • Conduct compliance assessments across business units.
  • Monitor compliance with applicable legislation, regulations, policies and governance requirements.
  • Report non-compliance and recommend corrective actions.
  • Develop and monitor compliance improvement plans.
  • Promote a culture of ethics and regulatory compliance.

4. Legislative and Regulatory Monitoring

  • Monitor legislative, regulatory and governance developments.
  • Assess the impact of legislative changes on organisational operations.
  • Coordinate the implementation of regulatory requirements.
  • Maintain evidence of compliance for audit and governance purposes.

5. Risk and Compliance Reporting

  • Prepare risk and compliance reports for management and governance structures.
  • Report to EXCO, Audit and Risk Committee and Board structures.
  • Escalate material risks, compliance breaches and control weaknesses.
  • Develop dashboards and management information to support decision-making.

6. Internal Controls and Assurance

  • Support management in strengthening internal controls.
  • Coordinate engagements with Internal Audit, External Audit and other assurance providers.
  • Contribute to integrated assurance initiatives.
  • Monitor implementation of corrective actions arising from audits and reviews.
  • Identify recurring control deficiencies and recommend improvements.

7. Fraud and Corruption Risk Management

  • Coordinate fraud and corruption risk assessments.
  • Monitor fraud and corruption risks and controls.
  • Support fraud prevention and detection initiatives.
  • Promote awareness of unethical conduct and fraud risks.
  • Escalate and manage identified fraud risks.

8. Business Continuity and Resilience

  • Coordinate the Business Continuity Management Framework.
  • Facilitate Business Impact Assessments.
  • Ensure Business Continuity Plans are in place for critical business processes.
  • Coordinate business continuity testing and reviews.
  • Monitor corrective actions arising from business continuity exercises.

9. Governance and Policy Compliance

  • Provide risk and compliance input into organisational policies and frameworks.
  • Monitor compliance with governance requirements and delegations.
  • Support governance structures in managing governance-related risks.
  • Provide advice on risk and compliance implications of organisational decisions.

10. Project and Change Risk Management

  • Provide risk and compliance input into major projects and change initiatives.
  • Facilitate project risk assessments and maintain project risk registers.
  • Monitor project risk mitigation actions.
  • Assess compliance implications of organisational changes.

11. Risk and Compliance Culture

  • Develop and implement risk and compliance awareness programmes.
  • Facilitate training and awareness sessions.
  • Promote risk ownership and accountability throughout the organisation.

12. Stakeholder Management

  • Develop effective relationships with the Board, Board Committees, EXCO, management and business units.
  • Liaise with Internal Audit, External Audit, National Treasury, regulators and other stakeholders.
  • Provide specialist advice on risk and compliance matters.
  • Respond to stakeholder requests and governance requirements within agreed timelines.
