SAFETY OFFICER – ROAD CONSTRUCTION

Job Purpose

The Safety Officer will be responsible for implementing, monitoring and maintaining occupational health and safety requirements across the road construction sites to ensure a safe working environment and compliance with applicable legislation and client requirements.

Key Responsibilities

• Implement the approved project Health and Safety Plan.
• Maintain the project Health and Safety File.
• Conduct daily safety inspections.
• Identify unsafe acts, unsafe conditions and construction hazards.
• Conduct risk assessments and ensure appropriate control measures are implemented.
• Prepare and maintain:
• Baseline risk assessments
• Task risk assessments
• Safe work procedures
• Method statement safety requirements
• Inspection registers
• Conduct site inductions for employees, subcontractors and visitors.
• Conduct toolbox talks.
• Monitor correct use of PPE.
• Inspect construction plant, machinery, vehicles and equipment.
• Ensure operators have appropriate competency certificates where required.
• Monitor excavations, trenches, traffic accommodation and working around moving plant.
• Ensure adequate barricading, signage and pedestrian control.
• Monitor compliance with road traffic accommodation requirements.
• Investigate accidents, incidents and near misses.
• Prepare incident investigation reports.
• Maintain safety statistics and registers.
• Ensure emergency procedures are communicated and tested.
• Inspect first-aid equipment, fire extinguishers and emergency facilities.
• Conduct subcontractor safety inspections.
• Attend project and safety meetings.
• Issue corrective-action notices for non-compliance.
• Monitor implementation and close-out of safety findings.
• Submit weekly and monthly safety reports to management.
• Liaise with the Project Manager, Site Agent, Foremen and client safety representatives.

Minimum Requirements

• Relevant Occupational Health and Safety qualification.
• Minimum 3 years' construction safety experience, preferably on road/civil projects.
• Sound knowledge of the Occupational Health and Safety Act and Construction Regulations.
• Experience maintaining construction Health and Safety Files.
• Ability to conduct risk assessments and incident investigations.
• Computer literacy.
• Valid driver's licence.

Preferred

• Relevant professional registration where required by the project/client.
• First Aid, Incident Investigation and Construction Regulations training.
• Experience on municipal infrastructure and road projects.
