Job Description: Sectional Title Portfolio Manager
Position Summary
The Sectional Title Portfolio Manager is responsible for the professional management and administration of a portfolio of sectional title schemes, homeowners' associations (HOAs), and other community schemes. The incumbent acts as the primary liaison between trustees/directors, owners, service providers, and the managing agent, ensuring that each scheme is administered in compliance with applicable legislation, governance documents, and best practice.
The Portfolio Manager is responsible for delivering exceptional client service while maintaining financial control, statutory compliance, operational efficiency, and effective governance across the assigned portfolio.
Key Responsibilities
1. Governance and Compliance
Ensure all schemes comply with the Sectional Titles Schemes Management Act, Community Schemes Ombud Service Act, applicable Regulations, and governance documentation.
Advise trustees on their statutory duties and fiduciary responsibilities.
Prepare and issue notices for trustee meetings, annual general meetings (AGMs), special general meetings (SGMs), and owner meetings.
Attend and facilitate meetings as required.
Prepare agendas, management reports, and accurate minutes.
Monitor implementation of trustee resolutions.
Ensure compliance with CSOS requirements.
Maintain statutory records for each scheme.
Assist with dispute resolution and governance matters.
2. Financial Management
Working alongside the finance department, the Portfolio Manager shall:
Monitor levy collections and arrears.
Review monthly management accounts.
Assist trustees with budgeting and financial planning.
Monitor expenditure against approved budgets.
Review creditor payments and supplier invoices.
Ensure reserve funds are appropriately maintained.
Recommend levy increases where necessary.
Monitor insurance renewals and valuations.
Oversee special levy administration where applicable.
3. Maintenance and Asset Management
Coordinate planned and preventative maintenance programmes.
Arrange quotations for maintenance and capital projects.
Present recommendations to trustees.
Identify maintenance risks before they become major issues.
Maintain asset registers where required.
Ensure statutory inspections and certifications remain current.
4. Contractor and Service Provider Management
Source and evaluate contractors.
Obtain competitive quotations.
Manage service level agreements.
Monitor contractor compliance.
Ensure contractors maintain appropriate insurance and statutory compliance.
Monitor service delivery standards.
5. Client Relationship Management
Build professional relationships with trustees and owners.
Respond to client queries promptly.
Provide governance advice.
Manage owner expectations professionally.
Facilitate communication between trustees and owners.
Provide regular management reports.
Attend after-hours meetings when required.
6. Risk Management
Identify operational risks.
Report health and safety concerns.
Monitor insurance claims.
Assist with legal matters.
Ensure compliance with occupational health and safety requirements.
Escalate significant risks to management.
7. Administrative Management
Maintain accurate records.
Ensure documentation is filed electronically.
Manage correspondence.
Issue circulars and notices.
Maintain owner databases.
Ensure legislative deadlines are met.
8. Legal and Regulatory Compliance
Assist with levy recovery processes.
Liaise with attorneys where necessary.
Ensure conduct and management rules are enforced fairly.
Monitor CSOS adjudications.
Assist trustees with rule amendments.
Ensure governance documents remain current.
9. Customer Service
Deliver exceptional service to trustees and owners.
Resolve complaints professionally.
Maintain confidentiality.
Promote positive stakeholder relationships.
Uphold the reputation of the managing agent.
Minimum Qualifications
Essential:
Grade 12 (Matric).
Valid driver's licence and own reliable vehicle.
Minimum 3–5 years' experience managing sectional title schemes.
Knowledge of:
Sectional Titles Schemes Management Act
Community Schemes Ombud Service Act
Prescribed Management Rules
Companies Act (where applicable)
Occupational Health and Safety legislation
Computer literacy (Microsoft Office).
Experience using WeConnectU (advantageous).
