About the Role
Ntiyiso is seeking an experienced and results-driven Senior Data Analyst / Analytics Lead to join our Revenue Leakage Programme. The successful candidate will lead the analytics capability across municipal Big 5 revenue streams, converting complex municipal datasets into dependable, evidence-based insights that support revenue leakage identification, revenue recovery, operational improvement and executive decision-making. This role is responsible for designing and governing the analytical approach, ensuring data integrity, quality assurance and reconciliation standards are maintained throughout the programme. The successful candidate will lead analytical workstreams, coach Data Analysts, challenge assumptions, validate findings and ensure all outputs are supported by robust evidence before being presented to stakeholders for validation and implementation.
Key Responsibilities
- Lead the analytical framework for the Revenue Leakage Programme, including data intake, source-system mapping, data quality assessment, reconciliation methodologies and quality assurance standards.
- Design and execute analytical tests to identify revenue leakage opportunities across municipal revenue streams.
- Perform and oversee data profiling, matching, validation and reconciliation activities across customer, billing, property, meter, service point, GIS, payment and revenue datasets.
- Identify, validate and prioritise revenue recovery opportunities through structured analytical assessments and exception-based testing.
- Develop prioritisation methodologies that convert analytical findings into actionable casebooks for stakeholder validation and implementation planning.
- Maintain oversight of data received, outstanding requests, business definitions, validation requirements, data limitations and analytical dependencies.
- Review, challenge and quality-assure all analytical outputs before circulation to Project Managers, programme leadership, clients and executive stakeholders.
- Ensure findings are supported by source data, reconciled control totals, documented assumptions, business-rule validation and clearly articulated limitations.
- Prepare executive dashboards, insight packs, exception summaries, casebooks and decision-support materials.
- Collaborate with Finance, Billing, ICT, GIS, Revenue, Credit Control, Legal and operational stakeholders to validate findings and confirm business rules.
- Support data governance, secure data handling, audit-trail requirements, version control and analytical best practices.
- Coach and mentor Data Analysts on data cleansing, reconciliation, analytical methodologies, quality standards, documentation and client-ready reporting.
- Support Project Managers and programme leadership with analytical guidance, reporting, value assurance and benefits tracking activities.
Minimum Requirements
- Bachelor's Degree or Honours Degree in Data Science, Statistics, Information Systems, Computer Science, Engineering, Accounting, Economics, Mathematics, Actuarial Science, or a related quantitative discipline.
- Professional certifications in SQL, Power BI, Python, Data Analytics, Business Intelligence, Cloud Data Platforms or related fields will be advantageous.
- Minimum 5–8 years' relevant experience in data analytics, business intelligence, revenue assurance, consulting analytics, operational analytics, financial analytics or business performance reporting.
- Minimum 2–3 years' experience leading analytical workstreams, mentoring analysts and quality-assuring analytical outputs.
- Advanced Microsoft Excel skills, including Power Query, Power Pivot, data modelling and advanced analytical techniques.
- Strong SQL experience, including data extraction, transformation and analysis of large datasets.
- Experience with Microsoft Power BI or equivalent business intelligence and data visualisation platforms.
- Knowledge of Python, R, Azure Data Services, ETL processes, GIS platforms or workflow automation tools will be advantageous.
- Strong experience in data profiling, cleansing, reconciliation, validation, exception-based analytics and quality assurance.
- Ability to translate complex datasets into clear, actionable business insights
