Job Purpose
The Short Term Contract Chief Procurement Officer is responsible to develop, manage and execute the procurement strategy and plan for the Airline including the identification, selection and development of a global and local supplier base and the negotiations of key contracts to ensure optimal benefits for the Airline.
The incumbent must be available to join SAA at short notice.
Principal Accountabilities
- Design of the Procurement divisional strategy and ensure strategies are implemented and integrated within areas of responsibility
- Ensure the management and control of the Procurement’s budget
- Drive the profitability of the Procurement division and SAA overall
- Actively monitor the expenditure and service delivery against plans and budgets and highlight any variation
- Monitor the Airline’s procurement spend and the associated cost drivers. Provide recommendations in order to optimise spend to maximise the benefits realisation for the Airline (TCO approach emphasised)
- Establish and manage effective internal and external stakeholder relationships through appropriate relationship building and networking
- Ensure that effective Governance and Risk Management policies, processes and systems are in place for the division
- Ensure regular and timeous reporting of information to key stakeholders provide recommendations to mitigate risks and optimise the delivery of the procurement function
- Lead and drive continuous optimisation programmes and initiatives for the department
- Manage the effective implementation of systems and tools that will provide accurate and relevant information for reporting and decision making purposes
- Ensure efficient management of the tender office
- Provide strong and effective leadership as the subject matter expert within the procurement function driving the consistent introduction and optimisation of procurement practices, processes and by addressing the most critical procurement issues for the organisation in alignment with the business strategy
- Ensure that the department is fully compliant with all corporate reporting initiatives that the Airline subscribes to through conducting regular audits and taking corrective action
Qualifications & Experience
- Bachelor’s degree in Logistics/Supply Chain Management at NQF level 7 or a Professional Diploma in Procurement and Supply at NQF level 8
- 10 - 12 years’ functional Supply Chain Management experience of which 8 years is at Senior/Executive Management level
- Relevant postgraduate qualification will be an advantage
- Membership of a procurement / SCM professional body e.g MCIPS / SAPICS is an added advantage
- Experience in strategic sourcing implementation
- Knowledge and experience of The Public Finance Management Act (PFMA) and associated National Treasury Regulations, Instructions and Practice notes
- Knowledge and experience of The Preferential Procurement Policy Framework Act (PPPFA) and its associated regulations
Knowledge and Skills
- Knowledge of the Airline’s procurement policies, procedures and guidelines
- Aviation industry knowledge and experience
- Supply management best practices knowledge
- Knowledge of The Public Finance Management Act (PFMA) and associated National Treasury Regulations, Instruction and Practice notes
