Job description
Job Purpose
The Department of Social Development, Western Cape Government, has an opportunity for a suitably qualified and competent individual to render effective and efficient management-accounting services. This post is based in Cape Town.
Minimum Requirements
An appropriate 3-year National Diploma (equivalent or higher qualification); A minimum of 1-year relevant experience.

Provide budgeting and planning services; Provide budget monitoring and reporting services; Implement and maintain financial management policies and processes; Maintain financial Information and knowledge management; Coordinate budget inputs from Head Office, SDA’s, Chief Directorates and Facilities; Assist with the compilation of the Medium Term Expenditure: Framework (MTEF) budget; Compile and manage Adjustments Budget submissions; Capture and maintain approved budgets and adjustments on BAS; Align departmental budgets with strategic plans, APPs and operational plans; Perform costing of programmes, projects and policy initiatives; Analyse affordability and funding availability.
Competencies
Proven Knowledge in the following: Public Finance Management ACT (PFMA), National Treasury Regulations (NTR), OPTI, Division of Revenue Act (DORA), department instructions and delegations; Compilation of financial statements, Financial Management Systems (FMS) and PERSAL; Cash flow procedures (monthly reporting on revenue and expenditure); Budget process; Skills needed: analytical, problem-solving, report writing, communication (written and verbal), proven computer literacy (MS Office packages), and numerical and mathematical.
Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Knowledge and understanding of information systems that aid in the
management of knowledge and information pertaining to the line function; Knowledge and understanding of procurement and tendering processes; Knowledge and understanding of policy development, and operational management, monitoring and review processes; Knowledge and understanding of modern systems of governance and administration; Knowledge and understanding of public service procedures, processes and systems. Knowledge and understanding of the policies of the government of the day; Knowledge and understanding of performance management system in general; Knowledge and understanding of the national and Provincial Treasury Regulations; knowledge and understanding of the Division of Revenue Act (DoRA); knowledge and understanding of Generally Accepted Accounting Principles (GAAP); knowledgeand understanding of the Basic Accounting System (BAS) and PERSAL systems; knowledge and understanding of budget and MTEF processes.
Remuneration
R 413 001- R 486 501 per annum (Salary Level 8)

Notes
