Job description
To provide operational coordination and administrative support across functional units within the Supply Chain Management (SCM) unit. This role acts as a central link between the SCM Unit Head and the functional units to ensure seamless alignment, strategic coherence, and consistent execution of SCM policies, plans, and operational activities. The SCM Coordinator facilitates effective communication and coordination between policy direction and operational implementation, ensuring that all SCM functions collectively support the organisation’s strategic objectives while maintaining full compliance with applicable legislative frameworks, internal controls, and governance standards.
MANDATE
KEY PERFORMANCE AREAS
Demand Management (Planning and Forecasting)
- Support the preparation of the annual procurement plan, ensuring it is informed by credible demand forecasts and aligned with the approved budget.
- Coordinate engagement sessions with Business Units and Programmes to identify procurement needs and verify that specifications and terms of reference are complete and compliant.
- Track the progress of planned procurements against approved demand plans, identifying potential delays or deviations.
- Assist in the preparation and submission of reports on demand management performance, including trends, variances, and recommendations.
Monitoring and Control (Policy Implementation & Performance Oversight)
- Monitor procurement transactions to ensure compliance with all applicable public procurement prescripts and CDC’s SCM policies.
- Maintain accurate and up to date records of all procurement activities and service provider data.
- Provide support to the SCM Compliance Office by coordinating and facilitating audit related activities across all SCM functional units, ensuring continuous audit readiness and the timely submission of accurate information during both internal and external audit processes.
- Track and report on supplier performance, delivery schedules, and contract milestones in collaboration with relevant Business Units and Programmes.

- Assist in the implementation of corrective measures and process improvements based on performance monitoring and audit findings.
SCM Intelligence
- Gather and consolidate procurement related data across all SCM functional units to support evidence based decision making.
- Analyse procurement transactions and processes to detect potential irregularities, compliance gaps and emerging risks, and proactively report findings to the SCM Unit Head and SCM Compliance Office.
- Monitor market conditions, supplier performance, and pricing trends to inform sourcing strategies and value for money assessments.
- Track and analyse SCM performance indicators to generate insights that support continuous improvement.
- Review procurement trends and audit findings to identify systemic issues and recommend corrective actions for policy refinement.
- Prepare periodic analytical reports and dashboards to inform SCM Unit Head of operational and strategic risks.
- Serve as an early warning mechanism by identifying and escalating potential non-compliance areas, supplier risks, or inefficiencies that may affect service delivery or governance outcomes.
- Contribute to the development and refinement of SCM procedures, templates, and systems to enhance process efficiency and compliance.
- Support the preparation of management reports, including monthly, quarterly, and regulatory reports on SCM performance.
Stakeholder Management
- Maintain a professional and cooperative relationship with all stakeholders (internal and external) to foster trust, accountability and responsiveness in service delivery.
- Facilitate the collection and consolidation of feedback from Business Units/ Programmes and Service Providers on procurement performance to inform process improvements.
General Administrative Support
- Oversee secretarial duties to SCM committees (e.g., Bid Specification, Evaluation and Adjudication Committees).
- Review BSC packs for accuracy and completeness prior to inclusion in the agenda and provide recommendations for any necessary amendments or improvements.
- Facilitate communication between SCM functions to ensure smooth information flow and alignment.
- Develop and maintain dashboards and reports on procurement spend, supplier performance, contract compliance, and turnaround times. DESCRIPTION

Educational Qualifications
Essential
- National Diploma (NQF 6) in Supply Chain Management, Business Administration or Commerce.

- Degree (NQF 7) in Supply Chain Management, Business Administration or Commerce
Experience

- 10 years’ experience in SCM administration or procurement operations within the public sector.

- Sound knowledge of the PFMA, Treasury Regulations, BBBEE Act, PPPFA, and relevant transformation frameworks.
- Strong organisational, analytical, and coordination skills.
- Excellent interpersonal, communication, and report writing abilities.
- Proficiency in MS Office Suite (Excel, Word, PowerPoint).
- High attention to detail, professionalism, and ethical conduct.

PERFORMANCE MANAGEMENT
Performance is monitored regularly at both an individual and a team level, in accordance with the CDC’s performance management system and control measures relevant to the position. Key Performance Indicators in the role include, for example:
- Timeliness and accuracy of procurement planning and reporting.
- Compliance with SCM policies, PFMA, PPPFA, and other legislative frameworks.
- Quality and completeness of procurement documentation and audit readiness.
- Effectiveness of supplier performance tracking and contract milestone monitoring.
- Accuracy and relevance of dashboards and analytical reports on procurement spend, supplier performance, and turnaround times.
- Contribution to process improvements through data-driven insights and recommendations.
- Level of support provided to SCM committees and coordination across functional units.
COMPLIANCE AND ETHICS
The incumbent is required to:
- Uphold the CDC’s Code of Conduct and Ethics Policy, demonstrating ethical behaviour and contributing to good corporate governance.
- Actively participate in and adhere to the CDC’s Quality, Safety, Health, Environmental, Information Security and IT Service Management System (SHEMS) policies and procedures. This includes a responsibility for identifying and reporting potential risks and incidents related to safety, security, and quality, and for contributing to the ongoing improvement of the CDC's SHEMS.
- Be familiar with and adhere to the CDC emergency preparedness plans.
- Maintain confidentiality regarding CDC trade secrets and Information Security policies.
