Job description

PURPOSE OF ROLE

The Transformation Manager is responsible for developing, implementing, monitoring, and reporting on Lesedi's transformation strategy to ensure compliance with Broad-Based Black Economic Empowerment (B-BBEE) legislation, while driving sustainable socio-economic development, localisation, stakeholder engagement, supplier development, and community relations initiatives. The transformation strategy must be aligned with the broader business strategy, and the role also supports the development and implementation of the Employment Equity (EE) plan.

The role acts as a strategic interface between the company, government agencies, local communities, business forums, industry bodies, suppliers, emerging enterprises, and project stakeholders — maximising shared value, supporting business sustainability, and strengthening the company's social licence to operate.

KEY PERFORMANCE AREAS

Transformation Strategy & B-BBEE Management

  • Develop and implement the company's transformation strategy aligned with the B-BBEE Act, sector charters, Employment Equity legislation, and ESG/sustainability objectives.
  • Monitor and improve B-BBEE scorecard performance across Ownership, Management Control, Skills Development, Enterprise & Supplier Development (ESD), and Socio-Economic Development (SED).
  • Set annual transformation targets and implementation plans; prepare executive and board reports on transformation performance.
  • Advise executive management on transformation risks and opportunities.

B-BBEE Audit & Verification

  • Manage and coordinate the annual B-BBEE audit and verification process, and proactively track all B-BBEE pillars to ensure targets are met.
  • Ensure Lesedi and its subsidiaries hold valid B-BBEE certificates, including certificates required for JV tenders.

Employment Equity Compliance

  • Coordinate EE committee meetings as required by the EE constitution.
  • Compile and submit the annual EE report to the Department of Labour, and draft, monitor, and evaluate Lesedi's EE Plan.

Community Engagement & Social Investment (CSI)

  • Develop and implement Community Engagement Plans and a CSI/sustainability framework, including recommendations on CSI disbursement aligned to B-BBEE.
  • Lead community consultation, public participation, and grievance-resolution processes for projects and operations.

Skills Development & Localisation (SD&L)

  • Identify and develop SD&L, localisation, industrialisation, and job-creation opportunities for projects, and compile SD&L commitments per tender/contract requirements.
  • Collaborate with government departments, SOEs, and training institutions on SD&L strategies and initiatives.

Supplier, Enterprise & SME Development

  • Develop and drive Enterprise and Supplier Development (ESD) programmes, supporting Black-, youth-, women-, and disability-owned enterprises and community-based suppliers.
  • Facilitate capacity building, mentorship, funding access, and technical support, and measure the economic impact of ESD interventions.

Stakeholder & Government Relations

  • Build and manage relationships with government, regulatory bodies, industry bodies, business forums, chambers of commerce, and traditional authorities.
  • Represent the company at community, government, and industry forums, and monitor legislation and policy relating to B-BBEE, procurement, and economic transformation.

QUALIFICATION

  • Minimum NQF Level 7 (Bachelor's degree/BCom) or NQF Level 8 postgraduate qualification in a relevant field, such as:
    • BCom Business Leadership / Management
    • BCom Economics
    • Industrial Psychology
    • LLB (Law)
    • Development Planning
    • Public Policy

EXPERIENCE

  • 10+ years' relevant experience in Transformation / B-BBEE implementation.
  • Proven track record developing, leading, and implementing a transformation strategy covering stakeholder engagement, community relations, supplier development, and economic development.
  • EPC-sector experience preferred (Energy, Infrastructure, Engineering, Mining, or Construction).
  • Demonstrated experience managing B-BBEE programmes, negotiating stakeholder agreements, facilitating public hearings, running community engagement and SME development initiatives, and managing government stakeholder relationships.

  • B-BBEE Act and Codes of Good Practice, Employment Equity Act, Skills Development Act, and Preferential Procurement Framework.
  • Enterprise and Supplier Development and Socio-Economic Development principles.
  • Industrial policy, localisation frameworks, infrastructure development programmes, and macro-economic analysis.
  • Stakeholder engagement methodologies, public participation processes, and conflict management.
  • Corporate governance, compliance, and risk management.

  • Excellent interpersonal skills and an influential, relationship-driven approach.

  • Strategic: transformation strategy development, stakeholder relationship management, economic development planning, community engagement, commercial awareness.
  • Technical: B-BBEE scorecard management, policy analysis, local content measurement, ESD programme management, regulatory compliance.
  • Leadership: influencing and negotiation, conflict resolution, facilitation and mediation, cultural sensitivity, executive communication.
