PURPOSE

The Treasury and Compliance Analyst supports PayInc’s treasury operations and regulatory compliance obligations, ensuring the organisation’s liquidity position, counterparty exposures, and financial risks are accurately monitored and reported. The role contributes to the integrity of treasury processes, the management of banking relationships, and the maintenance of a robust compliance framework aligned to SARB, FSCA, SWIFT CSCF, PCI DSS 4.0, and POPIA requirements. The analyst partners across Finance, Risk, Legal, and Operations to embed a culture of compliance and control excellence throughout the payments ecosystem.

You will engage with the following stakeholders:

  • Department employees and managers

Your key responsibilities include:

Treasury Operations & Cash Management:

  • Monitor daily cash positions across all bank accounts and ensure adequate liquidity for operational requirements.
  • Prepare and distribute daily and weekly cash flow forecasts, highlighting funding gaps or surpluses.
  • Execute and confirm money market placements, overnight facilities, and short-term investments in line with approved treasury policies.

Banking Relationship & Account Management:

  • Maintain and update the bank account register, ensuring all accounts are authorised and fit for purpose.
  • Liaise with banking partners on account queries, mandate changes, fee negotiations, and service issues.
  • Support the implementation and testing of new banking channels and payment rails.
  • Reconcile bank statements to the general ledger and resolve discrepancies timeously.

Regulatory Compliance & Reporting:

  • Assist in preparing regulatory submissions and returns to the SARB, FSCA, and other relevant bodies within stipulated deadlines.
  • Monitor changes in applicable legislation and regulations (SARB Directives, FICA, POPIA, NPS Act) and assess impact on treasury and payment operations.
  • Maintain compliance registers, obligation logs, and evidence repositories to support internal and external audits.
  • Risk Management & Controls
  • Identify, document, and escalate treasury and compliance risks in accordance with the enterprise risk framework.
  • Support the execution of the annual compliance monitoring plan, including control testing and gap remediation.
  • Prepare risk and compliance reports for management and governance committees.

SWIFT & Payment Systems Compliance:

  • Support compliance with the SWIFT Customer Security Programme (CSCF), including mandatory and advisory controls attestation.

Financial Reporting Support:

  • Prepare treasury-related schedules, reconciliations, and disclosures for interim and annual financial statements.
  • Assist with the preparation of management accounts relating to interest income, bank charges, and foreign exchange exposures.
  • Ensure accurate posting of treasury transactions in the general ledger and sub-ledgers.
  • Liaise with Finance Business Partners and external auditors on treasury and compliance matters.

Stakeholder Engagement:

  • Build and maintain productive relationships with internal stakeholders including Finance, Risk, Legal, IT Security, and Operations.
  • Engage with external parties including banking partners, regulators, auditors, and SWIFT service bureaux as required.
  • Provide clear and timely communication on treasury positions, compliance status, and emerging risks.
  • Prepare briefing notes, presentations, and reports for senior management and governance committees.
  • Respond to ad hoc queries from management, auditors, and regulators in a professional and accurate manner.
  • Contribute to training and awareness initiatives to embed a compliance culture across the organisation.
  • Participate in cross-functional projects and working groups relating to payments regulation, system upgrades, or policy development.

Policy & Procedure Maintenance:

  • Assist in drafting, reviewing, and updating treasury and compliance policies, procedures, and frameworks.
  • Ensure all documents are version-controlled, approved, and accessible in line with document management standards.
  • Identify gaps in existing policies and recommend enhancements based on regulatory developments or audit findings.

Audit & Assurance Support:

  • Act as a key point of contact for internal and external audit on treasury and compliance matters.
  • Prepare audit-ready working papers, evidence packs, and reconciliation schedules.
  • Track and monitor audit findings and management action plans through to timely closure.

PCI DSS & Data Security Compliance:

  • Support the annual PCI DSS 4.0 assessment process, maintaining evidence of in-scope control compliance.
  • Co-ordinate with IT Security and Operations to ensure cardholder data environment (CDE) controls are documented and evidenced.

Continuous Improvement:

  • Proactively identify opportunities to improve treasury efficiency, compliance processes, and reporting quality.
  • Leverage technology and automation to streamline reconciliations, monitoring, and regulatory reporting.
  • Stay abreast of developments in treasury management, payment regulation, and financial crime compliance.

Foreign Exchange & Counterparty Monitoring:

  • Monitor foreign currency exposures and assist with hedging administration under the direction of the Head of Treasury.
  • Maintain and update counterparty credit limits and utilisation reports.
  • Prepare FX deal confirmations and ensure settlements are executed accurately and on time.

POPIA & Information Compliance:

  • Support the Information Officer in maintaining POPIA compliance, including DPIA registers and data subject request logs.
  • Ensure that treasury and compliance data is handled, stored, and shared in accordance with PayInc’s Data Classification Policy.

QUALIFICATIONS / KNOWLEDGE

  • BCom in Finance, Accounting, Economics, or a related field (essential).
  • Postgraduate qualification or professional registration (e.g., CA(SA), CFA, CIMA) advantageous.
  • Strong knowledge of IFRS and South African financial reporting standards.
  • Understanding of SARB regulations, FSCA requirements, SWIFT CSCF, PCI DSS 4.0, and POPIA.
  • Advanced Excel skills; experience with treasury management systems (TMS) or ERP platforms advantageous.

EXPERIENCE

  • Minimum 5-8 years of experience in treasury operations, compliance, or financial control within a financial services or payments environment.
  • Demonstrated experience in cash management, bank reconciliations, and treasury reporting.
  • Exposure to regulatory reporting (SARB, FSCA) and compliance monitoring activities.
  • Experience supporting internal or external audits in a financial services context.
  • Practical knowledge of SWIFT messaging standards and payment systems advantageous.
  • Experience in drafting or maintaining compliance policies and procedures.
  • Exposure to PCI DSS, POPIA, or FICA compliance programmes advantageous.
  • Experience working in a SARB-regulated or NPS-licensed entity advantageous.
