Workforce Development Regulatory and Compliance Specialist

Job Location: Remote

Functional Department: Workforce Development

Working hours: 8:30 am-5: 30 pm CST

Working days: Monday to Friday

The Workforce Development Regulatory & Compliance Specialist is responsible for managing QuickStart's workforce development regulatory approvals, compliance, reporting, and documentation across applicable states and workforce programs.

The role will manage ETPL/WIOA approvals, state workforce board relationships, regulatory filings, compliance reporting, and program eligibility, while identifying opportunities to expand QuickStart's workforce development footprint.

The Specialist will work closely with Workforce Development, Legal, Finance, IT, and executive leadership to ensure regulatory compliance, maintain organizational good standing, and support business growth.

Responsibilities: include but are not limited to:

Regulatory Approvals & Expansion

· Research state workforce regulations, ETPL requirements, and approval opportunities.

· Develop recommendations for priority states, workforce programs, and reciprocity opportunities.

· Manage state, workforce board, ETPL, and course/program approval applications and renewals.

· Maintain a regulatory calendar and ensure all deadlines are met.

Compliance & Reporting

· Ensure compliance with WIOA, ETPL, state workforce board, and training provider requirements.

· Prepare and submit required monthly, quarterly, and annual reports.

· Monitor student completion, certification, placement, and provider performance requirements.

· Identify compliance gaps and coordinate corrective actions.

Documentation & Governance

· Maintain regulatory approvals, licenses, corporate records, contracts, and compliance documentation.

· Ensure entities remain in good standing and meet applicable financial and regulatory requirements.

· Maintain centralized, audit-ready compliance records.

Contracts & Legal Support

· Draft, review, and coordinate vendor, partnership, independent contractor, and service agreements.

· Partner with Legal on regulatory, corporate governance, and state registration matters.

Cross-Functional Support

· Partner with Workforce Development, Finance, Legal, IT, Sales, and leadership on regulatory initiatives.

· Provide leadership with regular updates on compliance status, risks, opportunities, and upcoming requirements.

· Serve as the internal SME for ETPL, WIOA, training provider, completion, certification, and placement requirements.

Requirements

Education

· Bachelor's degree in Business, Workforce Development, Legal Studies, Regulatory Affairs, or related field.

Minimum Knowledge and Experience

· 3–5 years of experience in workforce development, regulatory compliance, workforce programs, or related areas.

· Hands-on experience with ETPL, WIOA, and state workforce boards strongly preferred.

· Experience with Texas Workforce Commission (TWC) or similar state workforce agencies preferred.

· Strong regulatory research, documentation, project management, and analytical skills.

· Experience managing multiple regulatory deadlines and stakeholders.

· Contract drafting/review or paralegal experience is a plus.

· Excellent written and verbal English communication skills.

· Expand approvals across priority states/programs aligned with business growth.

· Maintain 100% accuracy and audit readiness of regulatory and workforce data.

· Resolve regulatory issues and corrective actions within agreed SLA timelines.

Pay: R12 400,00 - R14 400,00 per month
