**Purpose of the Assignment**



The Director of Human Resources provides strategic and operational leadership for the Human Resources function and serves as a key driver of organisational effectiveness and transformation within MSF Southern Africa. As a member of the Leadership Team, the HR \& Administrative Director is responsible to shape and implement people’s strategies that support the organisation's strategic ambitions, workforce sustainability, operational effectiveness, and organisational culture. The role ensures that HR systems, structures, policies, and practices enable MSF Southern Africa to attract, develop, engage, and retain a diverse and high\-performing workforce.



The Director plays a vital role to the organisational transformation initiatives impacting people, culture, structures, and ways of working, while ensuring alignment with MSF's humanitarian principles, global HR vision, and evolving movement priorities.

  

Operating within a complex international and matrixed environment, the Director collaborates closely with MSF East Africa, MSF UK, MSF Spain, Operational Centre Brussels, MSF Ubuntu Operational Directorate, and international HR platforms to strengthen organisational capability and support operational objectives.

  

The role is accountable for ensuring alignment, collaboration, and coherence across all HR specialities while supporting organisational transformation, workforce sustainability, and operational effectiveness. The Director also acts as the principal HR representative within the MSF movement, engaging with international HR platforms, partner sections, and operational centres on strategic workforce matters.

  

The Director of Human Resources provides leadership and oversight to the Human Resources Department, comprising five core functional pillars:

  

* **Domestic/Office Human Resources** – Responsible for all HR services and employee relations relating to MSF Southern Africa section staff.
* **Field Human Resources** – Responsible for International Mobile Staff (IMS), field support, mobility, deployment, operational workforce planning and recruitment of the workforce.

 **1\. Strategic HR Leadership (Competency: Leadership \& Vision)**


* Develop and implement Human Resources \& Administrative strategy aligned with organisational goals and transformation priorities.

* Review and optimize organisational structures, reporting lines, and role clarity.
* Lead workforce planning aligned with programmatic and operational priorities.
* Ensure efficient deployment and utilisation of human resources across the MSF\-SnA and support the overall MSF movement.
* Recognize and reinforce strong performance culture in the Human Resources and Administration team.

Siyakwazi works with external consultants for disciplinary issues and HR functions. The Operations Manager would need to work with these consultants where appropriate, and oversee and manage internal team members who handle HR related aspects of the organisation. Knowledge of HR would be helpful, but we are also open to quick learners in this area.

It is essential that the person in the role of Operations Manager is an independent worker who is able to handle a complex workload without frequent oversight. As such, excellent time\-management, organisational and coordination skills are extremely important for this role, and this person needs to be extremely reliable and accountable.

To implement and deliver on all aspects of instrumentation operations by adhering to and ensuring adherence to legal and compliance with regards to instrumentation operations and policies whilst ensuring effective asset management and maintenance for the department.


**Role Context**


**Operational Management**


* Implement instrumentation operational and tactical strategies across the plant by delivering on set operational plans in line with standard operating procedures to optimise performance and ensure cost efficiency.
* Keep abreast of changes in relevant guidelines and other legislation, to make recommendations where policies, processes and/or procedures require amendment.
* Deliver on maintenance, calibration, repair and commission instrumentation, control systems, PLCs, SCADA systems, and associated automation equipment to ensure safe, reliable, and efficient operation of plant processes.
* Implement preventive maintenance programs to minimise equipment downtime and optimise performance in line with health, safety and environmental regulations in instrumentation operations and TM’s standards.
* Perform the troubleshooting and diagnostic process with regards to complex instrumentation issues, PLC, SCADA, HMI, and industrial communication networks
* and set up action plans to minimise disruptions in operations.
* Execute critical daily maintenance tasks including the planning of shutdown activities to keep equipment well\-conditioned and safe to operate to optimise instrumentation performance.
* Competent in the development, configuration, installation, commissioning, and maintenance of PLC, SCADA, HMI and industrial communication networks

**Financial Monitoring and Control**


* Analyse all relevant Department data and report on Departmental trends and operating requirements to recommend funding requirements for the instrumentation department.
* Monitor and control own spending and align spending in area of accountability, to support and maintain effective and efficient functioning within budgetary constraints.
* Manage own expenditure against budget allocations, requesting appropriate reallocation as required, to manage the prevention of unnecessary spending.
* Comply with all financial, Supply Chain Management (SCM) and other Tharisa Minerals (TM) regulations and policies by maintaining the right actions to reduce financial risk in area of accountability.


**Supervisory Oversight**


* Create and maintain a conducive work environment by appropriately applying Human Resources policies and procedures to ensure optimum performance is realised for the benefit of the Department and, by extension, the organisation.
* Supervise and monitor junior team members according to TM’s leadership principles and values throughout the entire employee life cycle (performance management, reward etc) to ensure, inter alia, a high\-performance culture.

* Contribute to the development of the risk profile for the instrumentation department in order to manage critical risks and ensure feedback integration.
