NOA is building and operating a growing multi\-GW renewable energy portfolio across South Africa, with four projects simultaneously in construction and a deep pipeline running through 2030\. Civil infrastructure — site roads, equipment platforms, earthworks, drainage, hydrology, geotechnical compliance, and structural foundations — is present on every project from development through to commissioning and long\-term operations.

  

This role carries technical ownership of all civil engineering scope across the portfolio. The Senior Civil Engineer is NOA’s in\-house authority on civil matters: reviewing EPC designs, resolving site conditions issues, managing the interface between civil and other engineering disciplines, and supporting project managers and the Head of Engineering with civil risk and decision\-making. The role spans the full project lifecycle — from development\-phase site assessments and fatal flaw reviews, through active EPC oversight during construction, to civil integrity support during defects notification and early operations.

  

With four active construction sites running concurrently and a further pipeline of projects approaching financial close, this is a high\-impact role that requires both technical depth and the ability to manage across multiple projects simultaneously. The successful candidate will set the civil engineering standard for NOA’s growing asset portfolio and will grow into the Civil/Structural Lead as the portfolio scales toward 2030\.

  


**Key Accountabilities \& Associated Activities:**

  

* ***Own civil engineering governance across the portfolio.*** Set and maintain NOA’s civil engineering standards; review EPC and OE design deliverables — foundation designs, road layouts, drainage plans, platform specifications, and geotechnical reports — for technical compliance and constructability.
* ***Support development\-phase site assessments.*** Validate geotechnical, drainage, and platform design assumptions early in project development, identifying fatal flaws before they become costly late\-stage redesigns or construction surprises.
* ***Oversee EPC civil scope during construction.*** Monitor civil construction progress across active sites, review method statements, assess site conditions, and provide timely technical input on RFIs, NCRs, and variation orders related to civil scope.
* ***Manage civil interfaces with other engineering disciplines.*** Coordinate civil works with electrical BoP routing, substation foundations, cable trench alignments, and access requirements, ensuring civil execution does not delay or compromise the overall project programme.
* ***Coordinate civil Owner’s Engineer scope.*** Brief, manage, and review the work of civil OEs appointed on specific projects, ensuring their deliverables meet NOA’s quality and schedule requirements.
* ***Identify and manage civil risks.*** Proactively assess geotechnical, drainage, hydrology, and structural integrity risks across the portfolio; escalate issues to the Head of Engineering with proposed mitigations.
* ***Support financial close preparation.*** Provide civil engineering input to lender technical due diligence packages, Independent Engineer queries, and technical schedules for projects approaching financial close.
* ***Build fleet\-wide civil standards.*** As NOA’s portfolio transitions into operations, develop civil inspection and maintenance standards that protect long\-term asset integrity and limit lifecycle cost across the growing fleet.

**Role Overview**

We are seeking a Civil Engineering Technician to support engineers and technologists on civil infrastructure projects from investigation and design through tender documentation, construction monitoring and close\-out. The ideal candidate is methodical, technically strong, confident with drawings and site measurements, and able to maintain accurate engineering records.

Project Lifecycle / Stage Exposure

The successful candidate should understand how their role contributes to the broader project lifecycle. Depending on seniority and professional responsibility, this will include the following:

Civil Engineering Technician

**Role Overview**

We are seeking a technically competent Civil Engineer to support the planning, design, procurement, implementation and close\-out of civil and municipal infrastructure projects. The successful candidate should be comfortable moving between office\-based design work, technical report writing, client and stakeholder meetings, statutory approval processes and construction\-stage support. Exposure to roads, stormwater, water, sewer, earthworks and associated municipal services will be highly advantageous.

**Project Lifecycle / Stage Exposure**

The successful candidate should understand how their role contributes to the broader project lifecycle. Depending on seniority and professional responsibility, this will include the following:

· Stage 1 – Inception: assist with client briefing, site inspections, review of available drawings and records, scope definition, identification of surveys and specialist investigations, and preparation of inception inputs.

· Stage 2 – Concept and Viability: develop and compare engineering options, prepare preliminary layouts and calculations, identify constraints and risks, contribute to preliminary cost estimates and compile feasibility or concept reports.

· Stage 3 – Design Development: undertake detailed civil design, prepare calculations and drawings, coordinate with other disciplines, incorporate survey and geotechnical information, and participate in internal design reviews.

· Stage 4 – Documentation and Procurement: prepare construction drawings, technical specifications, schedules and tender documentation; respond to technical queries and support tender evaluation.

· Stage 5 – Contract Administration and Inspection: attend site and progress meetings, review contractor submissions, respond to RFIs, monitor quality and compliance, assist with measurements and variation assessments, and prepare site/progress reports.

· Stage 6 – Close\-Out: assist with completion inspections, snag lists, as\-built records, close\-out documentation and final engineering reports.

**Key Responsibilities**

· Design roads, stormwater drainage, water reticulation, sewer networks, platforms and earthworks where applicable.

· Prepare engineering calculations, design notes, technical specifications, bills/schedules of quantities and construction drawings.

· Compile professional technical reports including inception, feasibility, design, condition assessment, tender evaluation, progress and close\-out reports.

· Attend client meetings, design reviews, municipal meetings and site meetings; present technical recommendations clearly to technical and non\-technical stakeholders.

· Coordinate with surveyors, geotechnical engineers, environmental specialists, architects, contractors and other engineering disciplines.

· Review contractor proposals, shop drawings, material submissions and method statements within the engineer's delegated authority.

· Assist with project cost estimates, programmes, risk registers and tracking of engineering deliverables.

· Ensure design outputs are checked, traceable and issued in accordance with company QA/QC procedures.

Technical Reporting \& Communication

· Prepare, review or contribute to clear and professionally structured technical reports appropriate to the role and project stage.

· Maintain accurate written records of assumptions, decisions, design changes, instructions, inspections and outstanding actions.

· Attend client, consultant, contractor, authority and internal project meetings as required and communicate technical matters in plain, professional language.

· Escalate technical, commercial, programme or compliance risks promptly and support decisions with drawings, calculations, records or other evidence.

· Prepare concise progress updates and ensure agreed actions are tracked to closure.

Regulatory, Contractual \& Standards Knowledge

· ECSA professional requirements and ethical obligations.

· Relevant SANS standards, municipal engineering standards and client specifications.

· COTO/COLTO, TMH/TRH and related road standards where roads form part of the project.

· Occupational Health and Safety Act and Construction Regulations as relevant to design and construction activities.

· Environmental, water\-use, wayleave, servitude and municipal approval processes applicable to the project.

· Basic working knowledge of GCC, NEC and/or FIDIC contract administration will be advantageous.

**Software / Technical Tools**

· WaterGEMS / SewerGEMS / EPANET or similar hydraulic tools

Minimum Requirements

· BEng or BSc in Civil Engineering or equivalent recognised qualification.

· 3–8 years of relevant civil engineering experience.

· Demonstrable civil infrastructure design and technical report\-writing experience.

· Ability to read and interpret survey, geotechnical and engineering information.

· Strong written and verbal communication skills and confidence in client\-facing environments.

· Valid driver’s licence and willingness to travel to project sites.

· ECSA Candidate Engineer registration advantageous; Pr Eng registration highly advantageous for more experienced candidates.

The ideal candidate will combine practical engineering or construction judgement with disciplined documentation, professional communication and a strong understanding of how quality, cost, programme, safety and client expectations interact. We are seeking an experienced Construction Surveyor / Setting Out Surveyor to join a construction team. The successful candidate will be responsible for all dimensional control, horizontal and vertical setting out, survey control, levelling, coordinate calculations and accurate transfer of design information onto site. The role requires strong practical experience in construction setting out, the use of modern surveying equipment, CAD drawings and the ability to ensure all works are completed accurately in accordance with approved drawings, specifications and project tolerances.**Key responsibilities**  
Surveying \& dimensional control

* Establish and maintain horizontal and vertical site control.
* Set out works accurately using approved coordinates, drawings and benchmarks.
