Within MSF Operational Centre Brussels (OCB), the Medical Department provides strategic direction and technical leadership, committing to keeping up to date on innovations in health care. We share the responsibility of the operational choices and the responsiveness, and we are involved in the support of our project teams co\-developing context\-adapted medical\-operational strategies and defining levels of care. The department also does normative work (e.g., developing guidelines, tools) and enables operational research and innovative ideas. Composed of multiple specialists based across a network of units across the world (including Cape Town), the Medical Department works in close collaboration with operations, other OCB departments, other operational centres, and the MSF movement.



Health promotion and education are fundamental components for outbreak control. In MSF settings, those are traditionally implemented through analogue media (posters, flyers, etc.) or personal contact (community meetings, discussions, storytelling, theatre, etc.). However, following outbreak of COVID\-19, many of those interventions became harder or impossible to implement. Additionally, in places / communities where connectivity makes it feasible, digital platforms and methodologies \- digital health promotion (DHP) – are starting to play a crucial role for facilitating MSF’s health promotion activities. This further encourages the need to expand the capacity for digital HP interventions in MSF missions.

 **Job Purpose:**



Provide senior technical leadership for Digital Health Promotion across OCB projects, planning and delivering context appropriate digital health promotion campaigns and community engagement, building field capacity, and linking digital activity to medical and operational outcomes. The Advisor defines the digital health promotion approach per context, leads the learning agenda and quality standards, co\-manages campaign budget lines within approved envelopes, and acts as the day\-to\-day functional lead for the Digital Advertising Specialist and the Graphic Designer on campaign delivery. The Advisor is the primary focal point for project teams, coordinating between them, the Digital Advertising Specialist and the Graphic Designer, and ensuring that digital campaigns remain health promotion driven and integrated with face to face, print and radio activities. * Lead end to end design and implementation of digital health promotion campaigns on Facebook, Instagram, WhatsApp and other relevant platforms, ensuring alignment with HP strategies and integration with face to face, print and radio.
* Set learning agendas and provide training related to digital HP campaigns and community engagement, test plans and success criteria, ensure patient centered content, safe user journeys and accessible creative.

**Community engagement and moderation oversight:**

The appointed person will be required to perform conservation related duties that will contribute to the overall protection of the Critically Endangered African penguin and other marine life.

SANCCOB operates as a seabird rescue and disaster response organization, so given the nature of the work, flexibility in working hours is essential.

### **THE POSITION**


The purpose of this position is to support seabird conservation and visitor management duties at Stony Point Nature Reserve. The Marine Field Rangers are responsible for ecological data collection and data management, seabird monitoring (especially African Penguins), rescue and stabilisation of injured, oiled or sick seabirds, and relocation to safe areas when necessary. The successful candidate will also be responsible for administrative tasks and providing support to visiting scientists through knowledge transfer and resource management. A high standard of work will be maintained to uphold SANCCOB and CapeNature’s conservation mandates, carrying out conservation\-related duties that will contribute to the overall protection of threatened seabird species.


Additional responsibilities include general maintenance of penguin\-proof barriers, infrastructure, equipment (including vehicles), and the surrounding environment. The role also involves disseminating information to the public and visitors, as well as participating in educational public awareness initiatives that highlight the partnership between CapeNature, WWF and SANCCOB in conservation activities. This is a hands\-on, practical role requiring active involvement in all aspects of day\-to\-day conservation activities, such as patrols to assess and mitigate colony threats according to agreed Standard Operating Procedures (SOPs).


Comprehensive training will be provided, with a focus on African Penguins and other seabird species.


### **KEY SKILLS AND REQUIREMENTS**


**1\. Seabird and penguin monitoring and rescue**


* Conduct field surveys, including monitoring seabird and penguin condition, nest monitoring, recording predation events, and documenting seabird mortality.

* Ensure that the site’s SHE risks are identified and assessed as the Lead Risk Assessor, and assist in establishing the necessary contingency plans to minimize the consequences of any foreseeable risks.
* Ensure that arrangements are in place to make the Site Management, Line Managers at all levels and Specialist staff aware of legal obligations relating to SHE Risks.
* Ensure the creation, maintenance, review and updating of SHE Policies, standards and procedures for the site.
* Ensure that all work is carried out according to the SHE Policies, standards and procedures, by implementing and maintaining a behavioral based safety (BBS) program on the site.
* Establish and participate in the Site SHE Committee in accordance with the OHS Act.
* Establish the different specialized safety\-related teams (Fire Team, First Aid teams, Hazmat, Risk Assessment teams and Crisis Committees) as required to respond to particular issues.
* Supervise and help to organize, equip and train the different specialized groups dealing with SHE, such as Fire team, First aid team, Hazardous material group and Evacuation team.
* Provide SHE advice, guidance and support to the site and monitor compliance with Company Policies and legislative requirements.
* Ensure that annual SHE Objectives and Targets are set, agreed and measured taking into account the site and Nestlé corporate requirements. Develop the site SHE Plan taking these SHE Objectives and Targets into account
* Assist in ensuring that the different technical safety functions (ammonia, pump room, etc.) are filled by competent specialists and ensure that the mandatory technical inspections have been run according to the legal and corporate specifications.
* Ensure that SHE and Security incident investigations are conducted, the root causes are identified, and the follow\-up actions are completed. Advise Management about preventive and corrective measures.
* Assist the supporting Engineers with the establishment of the SHE related investment and operational budgets for the site.
* Contribute to the elaboration and implementation of a safety concept in construction and/or installation projects and ensure that all contractors who perform work on the site comply with all Nestlé SHE requirements and have completed necessary documentation.
* Collect and report on the monthly and annual SHE statistics and KPIs (Key Performance Indicators).
* Ensure that there is good communication and regular interaction with the Site Occupational Health Nurse on all occupational health and safety issues, particularly incident recording, incident investigations, COID Act documentation, safety statistics, medical surveillance and health risk assessments.
* Identify the SHE training needs for the site, develop a SHE Training Matrix and ensure that the training is completed. Organize continuous SHE education and training programs for management and employees.
* Submit monthly SHE KPIs onto the NEST (SHE\-PM), and other information as and when required by Corporate SHE/Engineering/ Technical Advisor, and this includes SHE Surveys, SHE Programmes, SHE Statistics and SHE KPIs, etc.
* Ensure full implementation of NGS (Nestlé Group Security) standards and best practices.
* Assist MSM (Market Security Manager) with conducting and assessing risks and threat assessments.
